AGENDA TITLE: Adopt resolution authorizing the City Manager to provide funding in the amount of $25,000 to
extend the Public Benefits Program Grant Lodi Energy Efficient Window and Shade Screen
Program

RECOMMENDED ACTION: That the City Council approve a Public Benefits Program grant in the amount
of $25,000 to extend the Lodi Energy Efficient Window & Shade Screen
Program.
BACKGROUND INFORMATION: In June 2001, the City Council approved a resolution creating the Lodi Energy
Efficient Window & Shade Screen Program. This program provides rebates to residential customers that install
designated energy efficient windows and/or shade screens. To date, 275 residential customers have participated in
this energy conservation program.
By way of this resolution, the Lodi Energy Efficient Windows & Shade Screen Program will be extended until funds are
exhausted. Specific program criteria includes:
➢ one rebate per customer service address in any twelve month period;
➢ rebates are $0.75/square foot for windows, and $0.50/square foot for shade screens;
➢ customers may utilize a contractor of their choice, or may install energy efficient windows/shade screens
themselves;
➢ windows must display the National Fenestration Rating Council (NFRC) approval mark or the EnergyStar logo;
shade screens must have the capability of blocking 70% or more of the sun's solar heat gain;
➢ participants must be City of Lodi Electric Utility customers.
The installation of designated/approved energy efficient windows can reduce monthly utility costs (both heating and
cooling costs) by up to fifteen percent, while the installation of shade screens can reduce monthly cooling costs by as
much as ten percent.
The City of Lodi Electric Utility respectfully recommends approval of the Lodi Energy Efficient Windows & Shade
Screen Program as a qualifying component of the City of Lodi Public Benefits Program.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT IN THE
AMOUNT OF $25,000.00 TO FUND THE LODI ENERGY EFFICIENT
WINDOWS AND SHADE SCREEN PROGRAM
WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated
to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue
requirement; and
WHEREAS, the requirement amounts to approximately $1 M per year that must be dedicated to
qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on
the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer
groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, this program will assist Lodi residents by providing rebates to residential customers
that install designated energy efficient windows and/or shade screens; and
WHEREAS, specific criteria for this program include:

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City
Manager to provide a Public Benefits Program grant in the amount of $25,000.00 to fund the Lodi Energy
Efficient Windows and Shade Screen Program. This program will be extended until funds are exhausted.
