RECOMMENDED ACTION: That the City Council concur with the Mayor,s�
appointments to the East Bay Municipal Utility District
(EBMUD) Negotiating Committee.
'a`fKGROUND INFORMATION: Attached is a letter received from the County of San
Joaquin Department of Public Works, whereby they have
requested that the City of Lodi appoint one elected
official and one staff representative to the Bast Bay
Municipal Utility District (EBMUD) Negotiating
Committee. It is suggested that the City Council appoint
Council Member Stephen Mann and Public Works Director
Jack Ronsko to this committee.

At the January 12, 1993 Board of Supervisors meeting, a
Board Order was passed approving the establishment of a
Committee to negotiate with the East Bay Municipal
Utility District regarding the development of
supplemental water supplies. Enclosed is a copy of that
Board Order. The Board Order states that the committee
will include one elected and one staff representative of
the interested organizations in San Joaquin County. The
Board appointed Supervisor Barber as the elected
representative and me as the staff member.
It is requested that you present this plan to your
Council and ask for appointments to be made in each of
these categories. Enclosed is a copy of the San Joaquin
County Director of Public Works letter to the Board of
supervisors explaining the proposed action. If I may be
of some further help in presentation of this plan to your
Council, I will be willing to do so.
It would be timely to establish this committee and begin
its work as soon as possible as the East Bay Municipal
Utility District is currently in the process of review of

That the Board of Supervisors establish a Committee icr the
purpose of negotiating with the Fast Bay Municipal Utility
District (FBMUD) regarding the developing additional sources of
supplemental water supplies. The Committee will include one
elected and one staff representative of the Stocxtcn East Water
District, Central San Joaquin Water Conservation District,
Woodbridge Irrigation District, North San Jcaquin hater
Conservation District, City of Lodi, City of Stec+ton and the San
Joaquin County Board of Supervisors; and appoint a member or the
Board of Supervisors and the Director of the Department of
Public works or his designee to serve on the Corlmittee.
REASON FOR RFCiMMENDATIONS:
At the December 16, 1992, meeting -of the San Joaquin County
Advisory Mater Commission a motion was unanimously passed which
recommended that the Board of Supervisors estaolish a Committee
to negotiating with rBMUD regarding joint opportunities to worx
together in developing additional water supplies. It was the
recommendation of the Advisory water Commission that one elective
representative and one technical representative from each of the
most affected districts and communities, and those desiring to
participate, be appointed to the committee. The districts and
communities to be included are the follo4ing: Stocxton East
Water District, Central San Joaquin Water Conservation District,

The EBMUD is currently in the process of finalizing their
Water Supply Management Program and will shortly oe issuing
environmental documentation regarding this plan. In the
development of the plan, a number ci options have been considered
by the FBMUD that present opportunities for San Joaquin County to
also obtain a supplemental water supply to help in meeting the
needs of San Joaquin County. These opportunities include
obtaining Water from the American River and in working jointly
with the FBMUD to restore the overdrafted groundwater oasin with
the opportunities for San Joaquin County for a joint use of
surface and subsurface »ater supply and an opportunity for the
EBMUD to store water for dry periods of time within the San
Joaquin County groundwater basin. In audition, the options oeing
considered by San Joaquin County involving the Middlebar
Reservoir and the Duck Creek Peservoir have potential to be of
joint benefits between the FBMUD and the County water interests.
The Committee would work together to develop positions on whicn
the water interests t:ithin San Joaquin County can negotiate with
the EBMUD to find joint benefits.
FISCAL IMPACT:
The cost to the County for approval of the Board Order consists
of time required of the County appointees and sta�f involved in
the program.
ACTION FOLLOWING APPRIVAL:
After establishment of the Committee and appointment of a
representative from the Board of Supervisors, the Department of
Public Works will notify the other parties involved, requesting
their appointments to the Committee. once the Ce-nittee is
formed, the Department of Public storks will set a time and place
for the organizational meeting of the Committee. At that
meeting it is anticipated that the Chairman and ether necessary
officers will be appointed and a program will be established to
meet the objectives.

Public Worcs or his designee to serve on the CorLmittee.
