AGENDA TITLE: Approve Sale of Surplus Transformer -Regulator
MEETING DATE: January 6, 1993

RECOMMENDED ACTION: That the City Council adopt the attached resolution
accepting the offer by U.S. Transformer, Jordan,
MN, to purchase the surplus transformer -regulator
combination at McLane Substation for $28,000 as
is and where is.
BACKGROUND INFORMATION: The replacement of the failing McLane Substation
,r1 Bank transformer -regulator combination with a
new power transformer having load tap changing
equipment has been determined to be the most
economical solution. Funds for this replacement were included in the 1992-
93 fiscal year budget. The power transformer has been bid and a contract
awarded on September 16, 1992. The new unit is scheduled to arrive in
Lodi, approximately April 1, 1993.
To facilitate the replacement, the Department must have the existing
transformer -regulator combination removed from the pad at the latest by
February 1, 1993, at an estimated cost of $5,000 and have a new pad
constructed by the April 1 arrival date. It was anticipated to place the
removed transformer -regulator in storage within the substation for
subsequent sale as surplus material provided a purchaser could be located
and willing to purchase for the scrap value of $10,010-$12,000. This type
of bulky, oil -filled, heavy (90,000+ lbs.) and custom-made equipment,
particularly when in a failing mode, does not attract purchasers.
On December 1, 1992, U.S. Transformer made an inquiry to the Department to
determine if the City had any equipment for sale of a type that U.S.
Transformer currently was trying to locate. Upon learning of the specific
type, model, configuration, etc., of the equipment the City is about to
surplus, U.S. Transformer made an offer of $28,000 for the equipment, as is
and where is, including removal prior to February 1, 1993.

The above recommendation is presented for Council's approval based on the
facts that 1) an extremely limited field of potential purchasers exist for
this type of equipment (only one known), 2) the offer substantially exceeds
the salvage value and 3) savings accrue to the City by avoiding the reloca-
tion and storage costs ($5,000) as well as future costs associated with
handling and disposal.

Under policy direction of the City Council, plans, organizes, coordinates and directs the
operations of the City Clerk's department; serves as Clerk of the City Council and Secretary
of the Lodi Public Improvement Corporation, the Lodi Industrial Development Authority and
the Personnel Board of Review; administers municipal elections; provides policy guidance
a0 expert professional assistance to City departments and the citizens of the community in
area:, of responsibility; performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
This position is responsible for the preparation of City Council meeting agendas, packets and
minutes, custody, mainten;unce and indexing of official city records, enforcement of laws
pertaining to public records; administering legal procedures required for Assessment
Districts, annexations and reorganizations, street and easement vacations, etc; and performs
duties required by the City Clerk as set forth by state statute.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the foll,)wing:
Plans, organizes, coordinates and directs the work of the City Clerk's department )repares
and administers the department's budget; develops and directs the implementation of
goals, objectives, policies, procedures and work standards for the department.
Works closely with the City Manager, City Council, department management and other
public and private entities in providing information and services.
Analyzes and enforces regulations pertaining to public records, municipal elections, campaign
financing and conflict of interest.
Attends City Council meetings and is responsible for the documentation, maintenance, and
dissemination of council actions including minutes, ordinances, resolutions and
contracts.

Receives and processes initiative and referendum petitions; directs City-wide conflict of
interest and campaign financing programs and serves as Filing Officer fer campaign
disclosure statements and Statements of Economic Interest.
Attends and records closed sessions of the City Council.
Plans, organizes and directs the conduct of municipal elections, in accordance with state and
local election and campaign financing laws.
Plans, organizes, assigns, directs, evaluates and reviews the work of assigned staff, selects
assigned personnel and provides for their training and professional development.
Prepares a variety of reports and shares signatory power for City contract administration,
memoranda for submission to the City Manager, City Council and other agencies.
Confers with and provides expert professional assistance to members of City departments in
areas of responsibility and appears in court as required.
Represents the City in meetings with representatives of governmental agencies, business,
professional and community agencies and the public.
Monitors and maintains current knowledge of developments related to City Clerk matters;
evaluates their impact upon City operations and recommends and implements policy
and procedural improvements.
MINIMUM QUALIFICATIONS:
Knowledge of
Principles and practices of administrative management, including records management and
systems analysis and implementation.
Ordinances and codes pertaining to records management, the conduct of municipal elections,
City Council appeals and the Brown Act.
Administrative principles and methods including goal setting, program development and
implementation, budgeting, staffing, and work standards development.
Principles and practices of effective employee supervision and department -level management.
Principles and practices of contract development, administration and evaluation.

Other Requirements:
Must be willing to attend meetings outside of normal working hours.
Certification as a municipal clerk is desirable.
EDUCATION AND EXPERIENCE:
Any combination equivalent to experience and education that would likely provide the
required knowledge and abilities would be qualifying. A typical combination is:
Education:
Equivalent to two years of college or possession of an A.A. degree with major coursework in
public administration, public policy or a closely related field.
Experience:
Three years increasingly responsible office administration experience which has included
records management, and the interpretation of laws and ordinances. Experience as outlined
above may be substituted for the college education on a year -for -year basis.
