CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Purchase Oil Filtration S.,stem (EUD 92-7)

RECOMMENDED ACTION: That the City Council adopt the attached resolution
awarding the bid for the purchase of an oil filtration
system, including Option fl, to the sole bidder Alsop
Engineering Company, New York, in the amount of $7,167.53.
BACKGROUND INFORMATION: On November 18, 1992, the City Council approved
specifications and authorized advertisement for bids.
The sole bid was opened on December 15, 1992.
The oil filtration system is a piece of equipment used it, maintenance and repair of
high voltage, oil insulated equipment, such as power transformers, circuit breakers
and switching equipment. This system will replace a similar, but worn out and
corroded pump and filter system.
The specifications permitted various configurations of the filtration system
components. Component arrangement offered in the bid as Option #I, at an additional
cost of $726, will provide labor savings as well as improved operating conditions
and worker safety, thus justifying the additional cost.
It should be noted that the bidder in preparing the bid document made a $72 error,
before taxes, in favor of the bidder.
Based on the bid submitted, the fact that very few known manufacturers of this kind
of specialized equipment exist and fhe bid is below the ergineer's estimate of
$8,000, the above recommended action is submitted for Council's approval.
FUNDING: Included in the Department's 1992-93 fiscal year budget.

A RESOLUTION OF THE LODI CITY COUNCIL
AWAkDING THE BID FOR THE PURCHASE OF AN OIL FILTRATION SYSTEM
(EUD 92-7) FOR THE ELECTRIC UTILITY DEPARTMENT

WHEREAS, in answer to notice duly published in accordance with
law and the order of this City Council, sealed bids were received and
publicly opened on December 15, 1992 at 11:00 a.m. for the bid for the
purchase of an oil filtration system for the Electric Utility
Department (EUD 92-7) described in the specifications therefor approved
by the City Council on November 18, 1992; and
WHEREAS, one bid only was received from Alsop Engineering
Company, New York, in the amount of $7,167.53, including Option #1
which is deemed beneficial to the City, and said bid has been compared,
checked, and tabulated and a report thereof filed with the City Manager;
WHEREAS, the City Manager recommends that award of the bid for
said oil filtration system be made to the sole bidder, Alsop
Engineering Company, including Option #1;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that
award of bid for an oil filtration system including Option #1 for the
Electric Utility Department be and the same is hereby awarded to Alsop
Engineering Company, the sole bidder, in the amount of $7,167.53.
