On December 15, 1992, bids were opened, and total life -cycle costs were eval- uated. Life -cycle costs are the combined total of purchase price plus cost of operation based on estimated power loss during the projected life of the trans- former. Proposals are also evaluai,;d on the basis of compliance with equipment and bid specifications; failure to comply with both may lead to disqualification of the bid. A summary of the bid evaluation is attached. These transformers will be installed as replacements for PCB -contaminated units, and to replenish the Department's inventory. Rice, Electric Utility Director cc: Assistant Electric Utility Director Electrical Engineer Prepared by Joel Harris, Purchasing Officer RESOLUTION NO. 93-Oo saxaxx xaaaxaazsaxasaax A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE BID FOR THE PURCHASE OF VARIOUS SIZES OF POLEMOUNT TRANSFORMERS FOR THE ELECTRIC UTILITY DEPARTMENT aa=aassasaazzaszzszaszaasaaasaaaaaacaaasassaassxzaxaasaaaszazasaasxaaxa WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on December 15, 1992 at 11:00 a.m. for the bid for the purchase of various sizes of polemount transformers for the Electric Utility Department, described in the specifications therefor approved by the City Council on November 4, 1992; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as shown on Exhibit A; and WHER"S, the City Manager recommends that award of the bid for be made to the two responsible bidders w'.�se proposals and equipment met City specifications, and whose transformers yielded the lowest overall life -cycle costs in each rating category, to wit: Westinghouse Electric Sunvly Co.. A subsequent retraction of its standard terms and conditions which were in conflict with the City's bid specifications was submitted after the bid opening by a GE representative who may not be authorized under the terms and conditions to make such a retraction. General Electric's bid must therefore be deemed non-responsive and subject to disqualification. (2) Westinghouse Electric's 37.5KVA unit height of 47" exceeds specified equip- ment height maximum of 45".
