AGENDA TITLE: Purchase of Police Patrol Vehicles
MEETING DATE: April 21, 1993

RECOMMENDED ACTION: That the City Council direct the City Attorney to write a
resolution to purchase three police patrol sedans from either
Downtown Ford of Sacramento. California, the low bidder whr was
awarded the contract from the State of California. Offiro
of Procurement, or from Geweke Ford, the local dealer, and then adopt said
resolution, and authorize the purchase and installation of emergency equipment for
those same three vehicles.
BACKGROUND INFORMATION: Three police patrol sedans were included in the 1992/93
fiscal year budget. The patrol vehicle we now use is the
Ford Crown Victoria four -door sedan, CNP Special Service
Vehicle. On March 5, 1993, bids were opened by the State
of California, Department of General Services, Office of Procurement, for the CHP
Special Service Vehicle, Class E. The low bidder was Downtown Ford with a base
price of $13,564 each. The car is the Crown Victoria four -door sedan. With the
options that the City of Lodi needs to match with the patrol vehicles already in
service, the total cost per vehicle, if purchased through Downtown Ford, is
$16,859.02, including tax.
Geweke Ford, the local dealer for the Ford Crown Victoria, can obtain the identical
vehicles, including options, at a cost of $16,961.47 per vehicle. including tax.
San Joaquin County is purchasing their 1993 Crown Victorias through Geweke Ford
without going through the formal bid process. The Council should consider the 1%
local sales tax credit of $157.42 per car.
The manufacturer's deadline for placing an order is April 28, 1993, whether
purchased through the Office of Procurement (Downtown Ford) or Geweke Ford, so an
immediate decision by the Council is necessary.
Additionally, because the Dodge Diplomats we used for ten years are no longer in
production, there are emergency equipment costs of $4,193 per car necessary to equip
each car for service; i.e., back seat, protective screen, shotgun rack, radio rack,
push bumper, etc. This equipment will not be installed by either Downtown Ford or
Geweke Ford; it was included in the 12 Equipment Fund account budget number listed
below.

The Police Vehicle Committee's recommendation is that the Council authorize the
ordering of three 1993 Ford Crown Victoria four -door sedans, plus options to meet
the State of California specifications, from either Geweke Ford or Downtown Ford,
and that the Council also approve an additional $12,580 for purchase and
installation of safety and emergency equipment, lights, sirens, etc., as necessary
to completely equip the cars, and adopt the appropriate resolution for the purchase.,

RECOMiENDED ACTION: That the City Council adopt the, attached resolution to purchase
three police patrol sedans from Downtown Ford of Sacramento,
California, the lewr bidder. who was awarded the contract from
the State of Cali% rnia, Office of Procurement.

options to meet the State of California specifications, at a cost per vehicle of
517,110. and that the Council also approve an additional S12,580 for purchase and
installation of safety end emergency equipment. lights. sirens, etc., as necessary
to completely equip the cars.

RESOLUTION NO. 93-48
A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE BID FOR THE PURCHASE OF THREE POLICE PATROL SEDANS
FOR THE LODI POLICE DEPARTMENT
WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes
dispensing with bids for purchases of supplies, services or equipment
when it is in the best interests of the City to do so; and
WHEREAS, the City has received two proposals for the purchase of
three 1993 Ford Crown Victoria four -door sedans, plus options to meet
the State of California specifications: One bid from Downtown Ford of
Sacramento, California, the low bidder in bids opened by the State
Department of General Services, Office of Procurement, and one bid from
Geweke Ford, a Lodi automobile dealer; and
WHEREAS, said bids have been compared, checked, and tabulated and
a report thereof filed with the City Manager as follows:

WHEREAS, the City Manager and the Police Vehicle Committee
recommend that award of the bid for said three police patrol sedans
be made to Geweke Ford, Lodi, which firm's bid is the lowest when
considering the It local sales tax credit;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that
award of bid for said three police patrol sedans be and the same is
hereby awarded to Geweke Ford, Lodi, the low bidder when considering
the 1W local sales tax credit, in the net total amount of $51,191.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE PURCHASE AND INSTALLATION OF
EMERGENCY EQUIPMENT FOR THREE POLICE PATROL SEDANS
WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes
dispensing with bids for purchases of supplies, services or equipment
when it is in the best interests of the City to do so; and
WHEREAS, the Lodi City Council on April 21, 1993 approved the
purchase of three 1993 Ford Crown Victoria four -door police patrol
sedans for the Lodi Police Department; and
WHEREAS, safety and emergency equipment is required to equip
each vehicle for service, consisting of back seats, protective screens,
shotgun racks, radio racks, push bumpers, sirens, lights, etc., at a
cost of $4,193 per vehicle, or a total amount of $12,580 for three
vehicles;
NOW, THEREFORE. BE IT RESOLVED, that the Lodi City Council hereby
approves the award for purchase and installation of said emergency and
safety equipment to River City Installation Specialists, Sacramento,
and further approves the allocation of $12,580 to cover the costs of
such purchase and installation.
