AGENDA TITLE: Purchase of Police Patrol Vehicles
MEETING DATE: May 5, 1993

RECOMMENDED ACTION: That the City Council rescind Resolution #93-48, adopt the
attached resolution to purchase three police patrol sedans from
Downtown Ford of Sacramento, California, who was awarded the
contract from the State of California, Office of Procurement,
and ratify this purchase, in the amount of $50,020.28, to meet the purchasing
deadline.
BACKGROUND INFORMATION: Three police patrol sedans were included in the 1992/93
fiscal year budget. The patrol vehicle we now use is the
Ford Crown Victoria four -door sedan, CHP Special Service
Vehicle. On April 21, 1993, the Council approved, per
Resolution #93-48, the purchase of the police patrol sedans from Geweke Ford of
Lodi, California.
Ford Motor Company moved up the purchasing cutoff date, originally set as
April 28, 1993; therefore, dealers other than the State contract are now unable to
obtain these units. Geweke Ford has made numerous attempts to confirm a build date
for the City of Lodi's three police patrol sedans, but have been unable to do so.
Per the attached letter from Geweke Ford, they have advised the City to look at
other avenues for the purchase of our police cars.
In checking with Downtown Ford of Sacramento, orders for the 1993 Ford Crown
Victoria police sedans are still being accepted on the State contract until Friday,
April 30, 1993.
This deadline for purchasing the cars from Downtown Ford is prior to the next City
Council Meeting. If not ordered now, the City might not be able to purchase the
three sedans we require until March or April of 1994. This is too late to meet our
replacement needs. As a precaution, a purchase order has been issued to Downtown
Ford for the three vehicles to "hold our place in line", subject to ratification by
the Council.

It is staff's recommendation that the Council rescind the original resolution,
#93-48, and approve the attached resolution for the purchase of the three police

purchase.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF
CALIFORNIA TO PURCHASE THREE POLICE PATROL SEDANS FOR THE LODI
POLICE DEPARTMENT, RATIFYING SAID PURCHASE;
AND RESCINDING RESOLUTION 93-48

WHEREAS, Lodi Municipal Code, Section 33.20.070, authorizes
dispensing with bids for purchases of supplies, services or equipment
when it is in the best interests of the City to do so; and
VERREAS, the Lodi City Council at its April 21, 1993 meeting
adopted Resolution 93-48 awarding the bid for the purchase of three
1993 Ford Crown Victoria four -door sedans plus options to Geweke Ford
of Lodi, the low bidder when considering the 1t local sales tax credit;
and
WHEREAS, Geweke Ford has informed the City that they are unable to
deliver said vehicles to the City;
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does
hereby authorize and ratify the Office of Procurement, Department of
General Services of the State of California's purchase through Downtown
Ford of Sacramento, California of three 1993 Ford Crown Victoria
four -door sedans plus options for and on behalf of the City of Lodi
pursuant to Section 10324 of the Public Contracts Code as follows:

BE IT RESOLVED, the City Manager is hereby authorized and
directed to sign and deliver all necessary requests and other documents
in connection therewith for and an behalf of the City of Lodi; and
BE IT FURTHER RESOLVED, that Resolution 93-48 adopted April 21,
1993 is hereby rescinded in its entirety.
