AGENDA TITLE: Consider Certifying the Filing of a Negative Declaration by the
Community Development Director as Adequate Environmental
Documentation for Water Well 4-R (Replacement) at 1215 Thurman Road

RECOMMENDED ACTION: That the City Council certify the filing of a Negative
Declaration by the Community Development Director as
adequate environmental documentation for Water Well 4-R
at 1215 Thurman Road.
BACKGROUND INFORMATION: The project consists of drilling a well on a site 7000
square feet in size adjacent to the southwest corner of
the City's existing Electrical Substation at 1215 Thurman
Road. The new well will replace Well 4 located at 114 North Main Street which is no
longer in use.
FUNDING: None required.

Notice is hereby given that the City of Lodi Planning Depar'.ment has

Environmental Assessment
INITIAL STUDY
1. PROJECT TITLE Well Drilling, Well 4-R (R -replacement)
2. LOCATION 1215 Thurman Road APN 049-070-75
3, PROJECT DESCRIPTION: Well 4-R is a replacement for Well 4 which is located at 114 North
Main Street and has been taken out of service. The work consists of drilling one reverse circulation
rotary gravel envelope well with grout seal; furnishing and installing a conductor using and a well
casing with pre-cut perforations, placing a gravel envelope; constructing a concrete pad and base;
disinfecting, developing and testing the well to determine the capacity and draw -down curve;
temporarily sealing the top of the well casing, and clean-up and restoration of the site to its original
condition.

5, Site Description and surrounding land use:
The well site is approximately seven -thousand square feet in size and is adjacent to the south-west
corner of the City's existing Electrical Substation. Tltc Electrical Substation covers the north half of
the City owned properly of 8.1 acres. Well 4-R v.ill be located at the western boundary of the
property —300 feet north of the futum extension of Thurman Road. Surrounding land uses consist
primarily of vacant heavy industrial land. Lodi Avenue is -450 feet north of the well site, Triangle
Pacific, a cabinet manufacturing company is —300 feet to the west, vacant industrial land is adjacent
to the south, and a vineyard is -400 feet to the east.
