BACKGROUND INFORMATION: The following communication was received between the dates of March 10, 1993 and March 31, 1993: The attached notice was received from Pacific Gas and Electric Company (PG&E) regarding its application filed with California Public Utilities Commission (CPUC) for notice of filing for gas rates for Optional New Transportation Service. This is an optional new service and does not increase existing customers' rates. This proceeding will affect customers who subscribe to this new service. FUNDING: None required. PETERSON recycled paper City Manage#, w•� Notice of Filing for Gas Rates MAR 2 91993 for Optional New Transportation Service City Attorney's Office On March 15, 1993, Pacific Gas and Electric Company, (PG&E) filed an application (A.93- 03-038) with the California Public Utilities Commission (CPUC). The application asks the ► CPUC to set rates for new gas transportation service over the California portion of the expansion of Pacific Gas Transmission (PGT) and PG&E's Canada -to -California natural gas pipeline (Expansion Project). THIS IS AN OPTIONAL NEW SERVICE AND DOES NOT INCREASE EXISTING CUSTOMERS' RATES. THIS PROCEEDING WILL AFFECT CUSTOMERS WHO SUBSCRIBE TO THIS NEW SERVICE. This notice provides information about the application and is given in accordance with state law and CPUC rules. In December 1990, the CPUC authorized PG&E to expand its existing natural gas pipeline from the California -Oregon border to Kern River Stati, . in San Joaquin County, California. This project will increase the amount of low-cost Canadian gas available for consumers in Northern California, and for the first time will make Canadian gas available to Southern California. The Expansion Project is expected to begin operating on November 1, 1993. PG&E has asked that rates be set to allow us to begin offering service on the Expansion Project and to recover the costs of owning and operating the new expansion. These rates will become effective when the project begins operating. PG&E is proposing the following rates for this expansion service in the attached table. If the CPUC approves this request, it will not increase existing customers' rates. An individual customer's bill will not be higher because of this optional new service. It will affect shippers who subscribe to the Expansion Project. Beforr.. acting on this application, the CPUC will hold hearings to evaluate PG&E's proposal. Known as evidentiary hearings, they are open to the public and are expected to be held this summer. At these hearings, the CPUC will receive the testimony of PG&E, the CPUC's independent Division of Ratepayer Advocates, and other interested parties. Parties at these bearings may offer proposals to the CPUC that differ from those of PG&E. After considering the proposals presented at the hearings, the CPUC will issue a decision. The actual rates set by the CPUC may differ from those asked for by PG&E.
