BACKGROUND: The City has been operating the Dial -A -Ride program since September 1992. Because the radio syetem from City Cab Company was not compatible with the City's system, staff recommended that the City purchase a new radio system which would be compatible with other departments in the City, and not pursue purchasing City Cab's old system. Based on this recommendation, the City mailed Requests for Proposals (RFPs) to the following vendors: Lagorio Communications Sunrise Communications 2771 East French Camp Road 6364 South Lindbergh Street Manteca, CA 95336 Stockton, CA 95206 Motorola Communications Nor -Cal Communications 1830 Field Avenue 9594 East Kettleman Lane Stockton, CA 95203 Lodi, CA 95240 McGee Communications P. In addition, the programming, installation, and maintenance of the radios was included along with annual transmission charges for the repeater. The designated system consists of 13 mobile radios, one hand-held portable radio, one desk charger, one desk set with multi -call alert page capability, and one control station. The range for radio coverage is the City limits and the community of Woodbridge, or approximately 12 square milts. The Dial -A --Ride program operates approximately 12 hours a day, six days a week. the radio system will operate on an existing trunked system licensed by Lagorio Communications operating from Bear Mountain. The radios must be capable of subgrouping to facilitate communications among various departments. APCO l6b public safety capability is a desirable system element which will allow for future applications. The desired system should consist of, but not be limited to, the following features: Priority level definition in a multi -channel environment Selective addressing Privacy channeling Alert paging with no external equipment Quick call capability 99% coverage of Lodi/Woodbridge area 98% assured airtime access failure code backup guarantee Busy que and call-back Vendors offering a system comRarable to the 80OMhz Trunked System now in use in the City of Lodi, incorpora he features listed above, giving effec- t ive tive coverage throughout -the previously described geographical area. and having APCO l6b capabilities, are invited to submit a proposal to furnish, program, deliver and install such a system for the City of Lodi. Suppliers submitting proposals must have demonstrable knowledge and experi- ence with tru0.ed systems applications. Additionally, each proposal must include a list of professional references citing successful installations. The deadli:.e for submitting proposals is 3:00 p.m. Tuesday, March 9, 1993. C12 RESOLUTION NO. 93-43 A RESOLUTION OF THE LODI CITY COUNCIL REJECTING ALL BIDS RECEIVED FOR THE CONTRACT FOR PURCHASE OF DIAL -A -RIDE RADIO SYSTEM AND AUTHORIZING READVERTISEMENT FOR BIDS cscar.asci:axaaa:ssassaxaxxx=saaaaasxssaasssxaaaxsaassacssaasa:aaaasassa WHEREAS, on November 18, 1992, the City Council approved specifications and authorized the advertisement for Requests for Proposals (RFPs) for the purchase, programming, installation and maintenance of a Dial -A -Ride radio system. Said RFPs were received and publicly opened on March 9, 1993 at 3:00 p.m.; and WHEREAS, two vendors responded with proposals which have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Amount of Bid Lagorio Communications $19,261.00 Manteca, CA 95336 Motorola Communications $26,374.00 Stockton, CA 95203 WHEREAS, one vendor has contested the RFP, stating that they believe it to be exclusionary; NOW, THEREFORE, BE 1T RESOLVED by the Lodi City Council that all bids received are hereby rejected due to one vendor's contesting of the RFP; and BE IT FURTHER RESOLVED, that staff is hereby directed by the City Council to revise the RFP's and readvertise for RFP's for the purchase, programming, installation and maintenance of a Dial -A -Ride radio system.
