BACKGROUND INFORMATION: Caltrans recently sent the Public Works Department the attached letter and striping plan for Kettleman Lane (State Highway 12) at CherokeL* Lane. As stated in the letter, Caltrans is planning on restriping Kettleman Lane, between Academy Street and Highway 99, this year. They plan to install an additional eastbound through lane by removing the parking on the south side of Kettleman Lane, from Cherokee Lane to Highway 99 (southbound on-ramp). The additional lane is needed to reduce the current backup on Kettleman Lane and improve the traffic flow at the intersection. Traffic volumes have increased requiring this additional eastbound through lane. In October 1987, City staff requested removing the parking in this area; however, Council denied the request. At that time, this request was part of the Highway 12 study which was initiated due to City Council's concerns with traffic and safety on Highway 12 in Lodi. In reviewing Kettleman Lane, staff had some concerns with the congestion problem near Cherokee Lane, especially with the eastbound traffic getting trapped in the eastbound right -turn lane. Staff requested Caltrans review the striping on Kettleman Lane at Cherokee Lane and install an additional through lane by removing the parking on the south side of Kettleman Lane, east of Cherokee Lane. Caltrans agreed with staff that installing the no -parking zone on Kettleman Lane would accommodate an eastbound through lane and would improve traffic flow. Since it was the City's suggestion, they agreed to restripe Kettleman Lane if the City installed the no -parking zone. At that Council Meeting, the Carrow's Restaurant manager felt that removing the parking would create a hardship on his business. Customers do use the public on -street parking due to the location to the main entrance and the parking lot does reach capacity at times. The parking lot has 52 parking spaces. City Council did not approve the no -parking zone. At this time, Caltrans has determined that the no -parking zone is needed to eliminate congestion and improve traffic flow on the State Highway. According to Section 22505 of the California Vehicle Code, Caltrans does not need the City's approval. The restriping project is planned for this summer. APPROVED: THOMAS A. The project will' revise the number of lanes approaching Cherokee Lane, in an effort to reduce the current traffic back-up on Kettleman Lane. We also plan to eliminate parking on Route 12 eastbound from Cherokee Lane to the on-ramp to southbound Route 99. This will enable us to provide two lanes approaching the Route 12/99 inter- change. It will be necessary to place a chip seal on Route 12 to cover up the existing traffic stripes. The chip seal will extend from curb to curb across the width of the roadway. Lengthwise, the chip seal will be placed from Academy Street, west of Cherokee Lane, to the southbound ramps on Route 99. This project should significantly improve traffic flow at the intersection. There will be some traffic delay during construction, and the on -street parking that we plan to elim;nate will have some adverse effect on adjacent businesses.
