COUNCIL COMMUNICATION
AGENDA TITLE: Posting of Unexpired Terms or. the Lodi Arts Commission
MEETING DATE: March 17, 1993
PREPARED BY: City Clerk
RECOMMENDED ACTION: That the City Council, by motion action, direct the City
Clerk to post for two unexpired terms on the City of Lodi
Arts Commission.
BACKGROUND INFORMATION: The following two terms on the Lodi Arts Commission need
to be filled due to action that was taken at the March
10, 1993 meeting of the Lodi Arts Commission (see minutes
attached).
L0DI ARTS COMMISSION
Eileen St. Yves, term to expire July 1, 1993
Rick Dentin, term to expire July 1, 1994
State statute requires that the City Clerk post for vacancies to allow citizens
interested in serving to submit an application. The City Council is requested to
direct the City Clerk to make the necessary postings.
FUNDING: None required.

Wednesday, Mooch 10, 1993
A regular meeting of the Lodi Ans Commission was caged to order at 12:10 p.m. by
Chairman Tim Mattheis on Wednesday, March 10, 1993 in the Multipurpose Room at Hutchins
Street Square Present: Harmon SkillK Pamela Van Fleet, Jon Withers, Mario Kernrr, Evelyn
Olson and Staff Liaison Charlene Lange Cil tests Dee Porter of Lodi Writees Assoctation, Rick
Pelton of Encore Enterprises, Janice Roth of Lodi Symphony and Bill Atterberry of Tokay
Phtyera.
Items discussed included the following
TOKAY PLAYERS
Bill Atterberty raised some concerns regarding the "Drama Fest '94", lie
mentioned that Tokay Players would Eke a more "open chamW of comnumication"
and indicated he was not critical of the program, but would like to sec their drams
organization more involved.
Atterberry indicated that the Playas "need the help of the Lodi Arts Comraission"
and want to be 'spirited alona with excitenma". Referring to the Drama Fest,
Atterberry indicated he is concerned that the Toksy Players should have an equal
or better footing with the other external drarnatic groups that may be involved with
the Drama Fest because of the longevity of the organization and its local basis.
Atterberry indicated that Tokay Players were entirely capable of producing all
three shows that were listed in the Drama Fest program and would like to see the
groundbreaking of the new fhcilkiie s at Hutchins Street Square punctuated with the
christening of the theatre.
Chaim= Mattheis responded indicating that the Tokay Players abouid resrrember

Atte:rberry's comments with further direction to be involved with the Ikarus Fest
cones ittee.

BUDGET REVIEW
Treasuer, Harmon SW -Jin presented the } rograms request for funding for both the
grants program and the office budget- Ja: ice Roth, representing the Lodi Symphony
went on record to indicate that $5,000 would not cover the cxpsnses for tate concert
and argued the benefit of paying professional musicians to create a quality level Roth
indicated that the level of the grants program, was, in her opiteiort, "telling the orchestra
that you really don't want it'.
Evelyn Olson questioned the number of small towns that support a symphony and
indicated she fch the greatest priority in this hudget crunch is to hind programs that
give us the "biggest bang for the bunk'.
Mario Kenner indicated he fdt the Symphony might want to re -look at how they
present their concerts and asked if, in lieu of actual dollars, whether the City mould
be able to 0 to the S}mtphony a location to host a concert, such as the North Hall
or renting a teat for a series of outdoor sunnier concerts. He also indicated that the
Symphony might consider paying the musicians on a percentage basis and make
entrepreneurs out ofthe professionais instead ofguaranteting thein a fiat rate for
practices and final performances.
Harmon Skffm moved with second from Pamela Van Flexr to adopt the conxnission
office and grants program budget as presented with the correWorn of tipping the
Symphony contribution to $9,600 and adding $1,000 to the Night Time Live
Program. Motion unanimously approved. Utters will be sent out to all the grant
ongastimainrts informing them of the Arts Comrni ssion recottunendation.
NIGHT 1'1ME LIVE
Mario Kerner outlined his proposal for the Night Time Live program which is
stated to kick of in mid-May, 1993. After much discussion, Charlene irdicatel
we should develop a time fine that wilt assist us in the marketing, construction,
booking and implementation of this program.
DISIs SSAL OF ARTS COMMSSMNERS
Both Cornmi%ioners Rick De ntino and Eileen St. Yves have not been attending the
Board meetings of the Arts Cotmnission for several months; within our by -taws is
a provision for attendance. A personal letter has been mailed by Chairman Tim
Matthews requesting a idw their participation or attendance. Both Commissioners
verbally indicated they would resign. On a motion by Evie Olson and a second
by Jon Withers, the Board voted unanimously to aexxpt their verbal resignations
and ask the City Clerk to post for vacancy and to 50 as soon as possible.

Doe Portes indicated the Writer's Association would be hosting a workshop
at the Square. Proceeds Csom this workshop wiH) be funneled back to the
Writers Association for program enhancement.

The Hiles were dispersed to members of the Arta Commission, letters of interest
will be mailed to all City schools. It is our intent to select a flag by April 30, 1993
and its presentation to the community will be on July 2nd at Celebrate America.
Meeting adjourned at I A5 p.m Mw next meeting will be held on Wednesday, Much 24,
1993 at 12 noon in the Senior Center at Hutchins Street Square.
