AGENDA TITLE: Approval to Dispose of Surplus Motorola Minitor Pagers and Chargers

RECOMMENDED ACTION: That Council approve the disposal of surplus Motorola Pagers and
Chargers.
BACKGROUND INFORMATION: During the past year, the Fire Department has been addressing several
issues concerning the emergency alerting system at Fire Station #1.
The department recently installed equipment and software that would
eliminate the load tones transmitted by the emergency alerting
system. The solution worked well for Lodi Fire, but caused the
Farmington Fire Department alerting system to not function properly.
Farmington Fire was not able to receive emergency call information.
After investigating this situation, we were able to develop a solution.
The Fire Department has ten (10) additional Motorola Pagers that can be utilized by the Farmington Fire
Department and would allow the Lodi Fire Department to utilize the previously installed soft -ware and
equipment. The Fire Department does not use the Motorola Pagers any longer. We currently use the
MetroCall alpha -numeric paging system for emergency notification.

Joel, I have received a grievance in regards to piercing and loud tones that are transmitted
through our emergency alerting system. We have personnel whom have developed industrial
hearing loss and these tones are exacerbating the situation. I recently had Motorola
Communications install equipment and software to eliminate this problem with our handheld and
mobile radios. This solution appeared to work well. However, the tones were re -opened when
the Farmington Fire District advised our emergency dispatch center that this interruption in tones
was not allowing for their siren to go off and alert volunteers. This is only district that has this
problem. This increased their response time greatly and for obvious reasons that was not
acceptable. Hence, we are back to hearing tones. Through discussion with their fire chief it has
come to my attention that we might be able to assist their department with their communication
problem, thereby helping to solve our issue as well. They have an extremely small operating
budget and rely on volunteers. They only have a small number of plectron pagers (devices that
monitor the emergency frequency). Since we have gone to Stockton Regional Dispatch we are
no longer in need of the majority of our plectron pagers. We currently have ten (10) available
for surplus. I have spoken with Fire Chief Pretz and he has approved my suggestion of placing
these items into surplus. It is my request that we make these plectron pagers available to the
Farmington Fire District for the sum of one dollar for the lot. This will increase the number of
pagers available to them and alleviate the majority of their problem. The other half of their
dispatch problem the Farmington chief has agreed to pay for. I am requesting your assistance in
this matter.
