AGENDA TITLE: Authorize work to begin to convert the manual winch system in the HSS
Performing Arts Theatre to an electrical system (to be paid for by the HSS
Foundation) and approve the HSS Foundation's request that this contribution
be considered half of the $150,000 fiscal year 2003-4 regular donation.

RECOMMENDED ACTION: Authorize work to begin to convert the manual winch system in
the HSS Performing Arts Theatre to an electrical system (to be
paid for by the HSS Foundation) and approve the HSS
Foundation's request that this contribution be considered half of
the $150,000 fiscal year 2003-4 regular donation. Bids have been received by the Foundation for the
retrofit of eight lines at a cost of $80,000.
BACKGROUND INFORMATION: As part of the value engineering plan during the initial
construction of the performing arts and conference center in
1998, the recommendation was to downgrade and modify the
theatre winches from electric to rotary to save dollars. The intent
was to work with the lesser system until monies and needs made it a priority.
We are at that crossroads. Our arts programs are blossoming with the Lodi Theatre for Youth and
Childrens' Summer Theatre which cater to children and youth learning not only acting techniques, but
the business of the theatre.
In an attempt to continue bringing in world class shows to our local venue, the electrical winches will
allow multiple sets to fly during performances quickly and silently. The rotary winches are a ratchet
system and the manual roll -up is labor intensive, exhausting and noisy.
The Foundation cancelled the Broadway musical performance of Chicago last spring because we
could not meet the producer's needs to fly sets between acts.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING WORK TO
CONVERT THE MANUAL WINCH SYSTEM IN THE HUTCHINS STREET
SQUARE PERFORMING ARTS THEATER TO AN ELECTRICAL SYSTEM,
AND FURTHER APPROVING THE HUTCHINS STREET SQUARE
FOUNDATION'S REQUEST FOR THIS CONTRIBUTION TO BE
CONSIDERED HALF OF THE 2003-04 REGULAR DONATION
WHEREAS, during the construction of the, Performing Arts and Conference
Center at Hutchins Street Square, the theater winches were downgraded and modified
from electric to rotary to save dollars; and
WHEREAS, the intent being to work with the lesser system until monies and
needs made it a priority; and
WHEREAS, with the arts programs continuing to grow and expand, and the
ongoing endeavors to bring world class shows to our local venue, the electrical winches
will allow multiple sets to fly during performances quickly and silently. The rotary
winches are a ratchet system and the manual roll -up is labor intensive, exhausting and
noisy; and
WHEREAS, the Foundation has received bids for the retrofit of eight lines at a
cost of $80.000.00.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the work to convert the manual winch system in the HSS Performing Arts
Theater to an electrical system (which will be paid for by the HSS Foundation); and
BE IT FURTHER RESOLVED, that the City Council hereby accepts this
contribution as half of the $150,000.00 fiscal year 2003-04 regular donation.
