AGENDA TITLE: Adopt Resolution Providing Financial Support for San Joaquin County's Recycling
Market Development Zone ($1,533)

RECOMMENDED ACTION: That the City Council adopt a resolution allowing the City to provide financial
support for San Joaquin County's Recycling Market Development Zone.
BACKGROUND INFORMATION: In 1995, San Joaquin County was designated as one of forty Recycling
Market Development Zones (RMDZs) in California. The zone includes
San Joaquin County as the lead agency for the cities of Stockton, Tracy,
Lodi, Manteca, Lathrop, Ripon and Escalon. The establishment of the
RMDZ program provides incentives to stimulate development of post -consumer and secondary materials
markets. The San Joaquin RMDZ is dedicated to establishing, sustaining and expanding recycling -based
manufacturing businesses, which is essential for market development, and to assist local jurisdictions in
meeting the established landfill reduction goals.
A RMDZ administrator is necessary to facilitate local and regional planning, coordination, support of existing
recycling -based manufacturing businesses, as well as attract private -sector recycling business investments
to the region. The Greater Stockton Chamber of Commerce has indicated a willingness to administer the
RMDZ program through its Business Advocacy and Program Development Division on behalf of all the cities
in the county, providing the projected annual program costs of $15,000 are provided by the jurisdictions
receiving benefits. The memorandum of understanding will contain language to ensure all cities participating
will receive the benefits of the RMDZ administrator and that all cities will be represented equally and fairly.
The County Integrated Waste Management Task Force members have approved the concept of paying for
the services of a RMDZ coordinator and calculating those costs by the percentage of total population of all
participating jurisdictions. The City of Lodi's share of cost will be $1,533 per year.

SUBJECT: FINANCIAL SUPPORT FOR SAN JOAQUIN COUNTY'S
RECYCLING MARKET DEVELOPMENT ZONE PROGRAM
Dear Mr. Flynn:
In 1990, the California Legislature established the Recycling Market Development Zone
(RMDZ) Program. The RMDZ Program provides significant financial incentives for companies
that are located in designated zones and that use post consumer recycled feedstock in a
manufacturing process. Businesses located within the Zones may take advantage of low
interest loans and technical assistance in the form of engineering, siting, and marketing.
In October 1994, San Joaquin County submitted an application to be designated as a RMDZ.
The application was a joint effort between San Joaquin County and all cities in the County,
with each city adopting Resolutions authorizing their participation in the RMDZ. In 1995,
San Joaquin County was designated as one of forty RMDZ in the State of California. In the
process, San Joaquin County was identified as the lead agency and the City of Stockton was
identified as the RMDZ coordinator.
The City of Stockton has coordinated the Recycling Market development Zone Program
since 1995, however, staffing reductions no longer allow the City to continue in this capacity.
Following discussions with the Integrated Waste Management Task Force and Planning
Committee members, various business outreach organizations were approached regarding
interest in providing a coordinator. The Greater Stockton Chamber of Commerce indicated
a willingness to administer the Program through its Business Advocacy and Program
Development Division on behalf of all the cities in the County, if the projected annual
program costs of $15,000 are provided by the jurisdictions receiving benefits.

MARKET DEVELOPMENT ZONE PROGRAM
San Joaquin County is proposing that each jurisdiction share part of the projected expense
based on its percentage of the total County population. A list of each jurisdiction's "share"
of funds is attached. Participation by your city will help improve local recycling markets and
encourage recycling businesses to locate within your jurisdiction's boundaries. In addition,
participation will help your jurisdiction demonstrate a "good faith effort" towards meeting its
diversion goals.
You are requested to schedule financial participation for consideration by your City Council.
A sample resolution is also attached for your use. Please send a copy of your adopted
Resolution to the San Joaquin County Department of Public Works. An indication of your
City's participation is requested by September 20, 2002. Our staff is available to assist you in
this effort, if you so desire. The County is willing to act as lead agency in this effort, and a
similar Resolution will be presented to the County Board of Supervisors for adoption following
an indication of interest by the Cities within the County.
The County's Integrated Waste Management Task Force and Planning Committee
representatives have been briefed on this project and have approved the concept of sharing
the cost of a zone administrator, and calculating those costs by percent of total population.
Your Planning Committee representative will be contacted in the near future to discuss your
city's interest in participating in this Program. Please contact Alison Hudson in our Waste
Reduction and Planning Unit at 468-3066, should you have immediate questions or need
assistance in this matter.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING FINANCIAL SUPPORT FOR THE SAN
JOAQUIN COUNTY'S RECYCLING MARKET
DEVELOPMENT ZONE
WHEREAS, in 1995, San Joaquin County was designated as one of forty

WHEREAS, the zone includes San Joaquin County as the lead agency for the

WHEREAS, the Recycling Market Development Zone program provides
