the Application for a REMOVE Grant from the San Joaquin Valley Air Pollution Control District (SJVAPCD

RECOMMENDED ACTION: Staff is recommending that the City Council adopt two resolutions: one approving the
applications for two Transportation Planning Grants from the California Department of
Transportation (Caltrans) for the Lodi Avenue Community Enhancement Project and the
Central Avenue/ Tokay Street Corridor Bike and Ped Circulation Enhancement Project and
coordinating efforts to submit applications with the San Joaquin Council of Governments for Transit grants from Caltrans. Th
second resolution is in support of the application for a REMOVE grant from the SJVAPCD to construct a Park -and -Ride Lot.
BACKGROUND INFORMATION: One of the goals of the City is to deliver projects that benefit the City and enhance the
community. These grant programs are a beneficial step in achieving this goal. The
planning grants, if approved, will supplement staff's efforts to develop context -sensitive
plans and will aid in building community support by providing financial resources to
conduct community -planning meetings. Caltrans is providing these grants as an opportunity to promote public involvement
by diverse and underserved communities in the transportation planning process while improving mobility, access, equity and
quality of life. Additionally, Caltrans is looking for projects which encourage community involvement and partnership.
The City is also working with the San Joaquin Council of Governments to apply for grants for Transit. The City's
Transportation Manager is looking to apply for funding to assist in the development of a short-range plan to fully examine and
plan for changes in the Lodi Urban Area designation that is determined by the Federal Government. Additionally, funding is
being sought to fund training and professional development opportunities that are available for the City transit personnel to
participate in and attend.
The third application is for a REMOVE grant from the San Joaquin Valley Air Pollution Control District. These funds are
eligible for projects which reduce emissions from motor vehicles within the San Joaquin Valley. City staff is currently
coordinating with the San Joaquin Council of Governments to construct a Park -and -Ride lot on Beckman Road between
Victor Road and Pine Street to obtain Measure K funding for a portion of the costs. REMOVE grant funding would aid in
funding the remainder of the costs.
A description of the projects has been included as an attachment. If the grant applications are successful, staff will return to
the City Council for final approval.
FUNDING: Each grant requests a local match. The local match (12%) for the two transit grants will be provided with funds
from the transit operations funds provided by the Transportation Development Act (TDA). The local match
(10%) for the Lodi Avenue and Central Street projects will be provided by utilizing Measure K funds through the
San Joaquin Council of Governments or other street funds. The REMOVE grant match is proposed to be
matched utilizing Measure K Park -and -Ride to ds fromOG.

CALTRANS GRANTS
Project Title: Central Avenue/Tokay Street Corridor Bike and Pedestrian
Circulation Enhancement Project
Project Description: The Central Avenue/Tokay Street community is economically and
ethnically diverse with many residents relying upon bicycle, pedestrian and transit
modes of transportation. Central Avenue and Tokay Street are the principal routes that
connect the neighborhood commercial areas along Lodi Avenue, Central Avenue, and
Cherokee Lane, and the centrally located elementary school. The City is actively
implementing the reconstruction of underground infrastructure in the area that facilitates
an economical and timely enhancement of the surface improvements. Enhancing the
area's ability to rely upon bicycle, pedestrian and transit will help maintain the
economical vitality of the area and preserve the diversity that currently exists.
Work Currently Underway: The City is entering the streetscape design phase for the
rehabilitation of Lodi Avenue that will connect with the Central Avenue/Tokay Street
project. The water/wastewater replacement program is scheduled in the future to
upgrade facilities in this area. The citywide street lighting program has recently installed
new streetlights in this area.
Project Title: Lodi Avenue Community Enhancement Project
Project Description: This project is intended to promote a better quality of life for Lodi
citizens. Funding for this program will be used by the City to design a unified multi-
faceted project(s) creating a safer environment for both pedestrians and auto drivers in
Lodi.
One of the means being proposed to accomplish this goal includes conducting
community focus groups to determine a consensus for the project. Some of the other
tools that would be utilized include using a community image survey to allow residents of
the areas the opportunity to express what they want their community to look like,
conducting a traffic study to determine potential impacts on the existing services people
enjoy, and reviewing conceptual architectural and landscaping proposals to express a
vision for the aforementioned corridors. Project tasks will be completed by both City
staff and by outside consultants.
Work Currently Underway: The City is entering the streetscape design phase for the
rehabilitation of Lodi Avenue.
REMOVE GRANT
Project Title: Central Lodi Park -and -Ride Lot
Project Description: The current Park -and -Ride lot located at the corner of Beckman
RoadNictor Road adjacent to Highway 99 is heavily utilized. In an attempt to provide
additional parking spaces that allow for an increase in carpooling, the City of Lodi is
pursuing the development of a Park -and -Ride lot on the property currently occupied by
the San Joaquin County Mosquito Abatement District on Beckman Road. The District is
in the process of selling the site and staff is exploring the possibility of joint development
with the private sector. This expanded Park -and -Ride lot would offer greater capacity
than is currently available to ensure that the spaces are available to an increasing
number of carpoolers.
Work Currently Underway: City staff is currently working closely with the San Joaquin
Council of Governments (SJCOG) to develop this facility. Measure K funding for Park -
and -Ride lots is available through the SJCOG, and City staff has been coordinating their
efforts with SJCOG to ensure that this project has their full participation.

FOR TWO TRANSPORTATION PLANNING GRANTS FROM THE
CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS),
AND FURTHER APPROVES COORDINATING EFFORTS TO SUBMIT
APPLICATIONS WITH THE SAN JOAQUIN COUNCIL OF GOVERNMENTS
FOR TRANSIT GRANTS FROM CALTRANS
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve applications for two Transportation Planning Grants from the California
Department of Transportation (Caltrans) for 1) the Lodi Avenue Community
Enhancement Project, and 2) the Central Avenue/Tokay Street Corridor Bike and Ped
Circulation Enhancement Project; and
BE IT FURTHER RESOLVED, that the City Council approves coordinating
efforts by City staff to submit applications with the San Joaquin Council of Governments
for Transit grants from Caltrans.
BE IT RESOLVED, that the City Council hereby authorizes the City Manager to
execute the Applications on behalf of the City of Lodi.

WHEREAS, REMOVE grant funds are eligible for projects, which reduce
emissions from motor vehicles within the San Joaquin Valley; and
WHEREAS, City staff is currently coordinating with the San Joaquin Council of
Governments to construct a Park -and -Ride lot on Beckman Road between Victor Road
