RECOMMENDED ACTION: At this meeting, Mayor Phillip Pennino will present the TOPPS
Environmental Excellence Award for 2001 to staff and student
representatives of the City of Lodi's "Storm Drain Detective" Program.
BACKGROUND INFORMATION: At the ninth annual Environmental Excellence Awards presentation
on September 19, 2002, TOPPS (Targeted Opportunities to
Prevention Pollution in San Joaquin County) and the San Joaquin
Count Board of Supervisors awarded the City of Lodi's
"Storm Drain Detective" Program the Environmental Excellence Award for 2001 for the category of
Water, Public Sector. This Citizens Monitoring Group is an educational program that has teachers,
students, and other volunteers monitoring the water quality in the Mokelumne River and Lodi Lake to
assess the impact of storm drain runoff. The ongoing program was started in 2000 and results of
monitoring are available to the public under Storm Drain Detectives at www.lodi.gov.
TOPPS is a one -of -a -kind organization in California composed of representatives from business,
government, and civic organizations, whose mission is to inform, educate, and support business,
industry, and agriculture in San Joaquin County in their efforts to better the environment and improve
financial performance by minimizing pollution to our air, water, and land.
