LL AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for Phase II of the Lodi Lake Handicap -Accessible Pedestrian/Bicycle Corridor Project, 1101 W. Turner Road MEETING DATE: November 6, 2002 PREPARED BY: Parks and Recreation Director RECOMMENDED ACTION: That the City Council approve the plans and specifications and authorize advertisement for bids for Phase II of the Lodi Lake Handicap -Accessible Pedestrian/Bicycle Corridor Project, 1101 W. Turner Road. BACKGROUND INFORMATION: In June of 2001, Phase I of the Lodi Lake Pedestrian/Bicycle Corridor was completed. Prior to the completion of the project, staff had begun working on construction documents for Phase ll. Phase II is a continuation of the asphalt pathway meandering along the waters edge and mature trees of the west bank, north towards the Woodbridge Cemetery, over the west bank into the undeveloped 13 acre parcel out to Lower Sacramento Road in Woodbridge. Plans and specifications and authorization of bids were approved by the City Council at their regular meeting on September 19, 2001. At that time the project was being funded by the following sources: $140,000.00 from Measure K funds; $163,000.00 from Transportation Enhancement funds; $60,000.00 from Parks and Recreation Capital funds; and $30,000.00 from the Electric Utility Street Lighting Program. The project went out to bid February 2, 2002, with a bid opening date scheduled for March 27, 2002. While the project was out to bid the Transportation Enhancement funds were pulled from the project and not replaced. Therefore the bid process was cancelled due to lack of project funds until we could obtain other dollars to finance the construction. Funding for the project has now been established once again and includes Community Development Block Grant funds. In order to obtain these dollars from the County the project needs to be renamed. The Phase II project will be known as: "Lodi Lake Handicap Accessible Pedestrian/Bicycle Corridor — Phase II". FUNDING: The project will be funded in the amount of $438,239.00 by the following funding sources. Community Development Block Grant Funds $ 208,239.00 Measure "K" Funds: $ 140,000.00 Parks & Recreation Capital Funds $ 60,000.00 Street Lighting Program — E.U.D. $ 30,000.00 APPROVED: H. This project was presented to the Parks and Recreation Commission on October 2, 2002. The schedule is to bid the project over the winter, open bids in January, award the contract in February, and start construction in March. This project is scheduled to be an 80 day contract and be ompleted by July 4, 2003.
