AGENDA TITLE: Adopt Resolution approving Salvation Army's request for a $50,000
payment to help fund the new homeless shelter
MEETING DATE: November 6, 2002

RECOMMENDATION: That the City Council adopt a Resolution approving Salvation
Army's request for a $50,000 payment to help fund the new
homeless shelter.
BACKGROUND INFORMATION: On October 3, 2001, Community Development Director Bartlam
presented the Salvation Army Shelter relocation project to the
City Council as a regular calendar item, recommending that the
City participate, over a five-year period, in the amount of $250,000 with funds coming from Public
Benefits program and the Redevelopment Agency. The City Council, by motion, voted 4-0 to
authorize City participation with the Salvation Army in funding the new shelter at 622 N. Sacramento
Street. During discussion, however, Council directed that wording regarding the funding source be
removed and that Council allocate funds annually through the budget process.
The attached letter from the Salvation Army Capital Campaign Chairman Pat Patrick requests the
first $50,000 installment of the approved grant. Staff also recommends that the Redevelopment
Agency would be an appropriate source of funding for future anticipated funding requests for this
project if the Council adopts a Redevelopment Plan.

As you will know the City of Lodi committed a grant of $250,000.00 to The Salvation
Army of Lodi to assist in their move of the Archway Shelter from 19 Sacramento Street
to 622 North Sacramento Street here in Lodi. I understand this pledge is to be given over
a five (5) year period at $50,000.00 per year. At this time, as Chairman of The Salvation
Army Capital Campaign, I am requesting the first payment of the pledge from the City of
Lodi.
It will be appreciated if you will take the necessary steps to request the funds from the
City. We trust this pay request will be made as soon as possible, so we can go forward
with our project at 622 North Sacramento Street.
Thank you for your assistance with processing this request and we are indeed grateful to
the City of Lodi for their generous grant.

A RESOLUTION OF THE LODI CITY COUNCIL — r
APPROVING SALVATION ARMY REQUEST FOR FUNDS
TO ASSIST IN FUNDING THE NEW HOMELESS
SHELTER

WHEREAS, in October 2001, staff presented the Salvation Army Shelter
Relocation Project to the City Council; and
WHEREAS, staff recommended to the City Council that the City participate in the
project over a five-year period in the amount of $250,000.00 with funds being derived
from the Public Benefits Program and the Redevelopment Agency; and
WHEREAS, the City Council, by motion voted 4-0 to authorize City participation
with the Salvation Army in funding the new shelter located at 622 N. Sacramento Street;
and
WHEREAS, Council then directed that the funding source be removed and that
Council allocate funds annually through the budget process; and
WHEREAS, the Salvation Army Capital Campaign Chairman requested by letter
the first $50,000.00 installment of the approved grant, and further staff recommends that
the Redevelopment Agency would be an appropriate source of funding if the Council
adopts a Redevelopment Plan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi
does hereby approve the Salvations Army's request for the first installment in the
amount of $50,000.00 to help fund the new homeless shelter.

As the Chairman of the Capital Campaign Drive to establish the Salvation
Army's Hope Harbor, I will at this time, speak on behalf of the
organization's request for the first installment of the promised $250,000
city commitment to the project.
We are suggesting to pull the item from tonight's agenda. This is due to
the fact that a first installment ($50,000) is not needed until the beginning
of the City's budget year 2003. A payment at this time (July 2003) will be
critically needed and greatly appreciated. Please put us on the agenda for
the 2003 budget discussions.
Our project timing Is such that we need to start remodeling Hope.,Harbor in
the 19t quarter of 2003. Remodel pians will be into the City next vieekf per
Don Roek. Construction bills will be heavy in July, therefore the City'$ -first
installment will be timely.
