AGENDA TITLE: Adopt Resolution Awarding Contract for the Water/Wastewater Main Replacement
Program (Project No. 1) to Crutchfield Construction Company, of Stockton ($911,530);
and Appropriate $1,150,000 for the Project

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the
above project to Crutchfield Construction Company, of Stockton, in the
amount of $911,526; and appropriate funds in accordance with the
recommendation below.
BACKGROUND INFORMATION: The Water/Wastewater Main Replacement Program is a multi-year,
multi -project program to rehabilitate existing water and wastewater
infrastructure in the oldest parts of the City. The limits of Project No. 1
are Stockton Street, Cherry Street, Central Avenue and Mission Street.
Project No. 1 includes trenchless rehabilitation of approximately 3,450 LF of existing 6 -inch diameter
wastewater main located in the backyards of homes; installation of approximately 1,450 LF of new 6 -
inch and 8 -inch diameter wastewater main; installation of approximately 3,300 LF of new 8 -inch diameter
water main in the public right-of-way, along with new water services (see attached map).
Plans and specifications for this project were approved on June 19, 2002. On July 31, 2002, sealed bids
were opened with the following results:

The bid submitted by Crutchfield Construction Company is compliant with the City's plans and specifications
and the bidder possesses the required valid contractor's license. A bid summary is attached.
Construction of this project is anticipated to start in early September of this year. Inspection and
construction management services will be performed by City staff. In addition, City water/wastewater
crews will perform taps on existing mains. Staff, along with the contractor, will be holding public
information meetings to inform the community about the construction schedule and project activities.
An additional component of this project includes slurry sealing streets to mitigate the trench damage
within the project area. However, due to the timing of this project, it is desirable to postpone the slurry
seal component until the summer of 2003 to coincide with the regular street maintenance slurry
program. At such time, this additional slurry seal work will be funded by the Water and Wastewater
Utility Capital Outlay Funds.

The difference between the contract and the requested appropriation includes funds for City -supplied
labor, water and wastewater materials, materials testing, and contingencies to fund anticipated change
orders arising from unforeseen changes in the work.

RESOLUTION NO. 2002-183
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
CONTRACT FOR THE WATER/WASTEWATER MAIN REPLACEMENT
PROGRAM (PROJECT NO. 1), AND FURTHER APPROPRIATE
FUNDS TO COVER THE PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on July 31, 2002 at 11:00 a.m.
for the Water/Wastewater Main Replacement Program (Project No. 1), described in the
specifications therefore approved by the City Council on June 19, 2002; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for the

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby award
the contract for the Water/Wastewater Main Replacement Program (Project No. 1) to Crutchfield
Construction Company, of Stockton, California, in the amount of $911,526.00; and
BE IT FURTHER RESOLVED that funds in the amount of $1,150,000.00 be
appropriated as follows for this project:
Water Utility Capital Outlay Fund $770,500.00
Wastewater Utility Capital Outlay Fund $379,500.00
