RECOMMENDED ACTION: That the City Council adopt a resolution amending Section 1A of
Traffic Resolution #97-148 approving the conversion of Pleasant Avenue,
from Locust Street to the alley south of Locust Street, from one-way traffic
(northbound) to two-way traffic (Exhibit A).
BACKGROUND INFORMATION: As part of the new Police Facility Project and the closing of
Pleasant Avenue from Elm Street north to the alley, staff worked
with adjacent residents and businesses on how to handle traffic on
Pleasant Avenue north of the alley. The portion from the alley north
to Locust Street will remain and is currently one-way northbound. Under these conditions, traffic using
this portion of Pleasant Avenue will have to use the alleys for circulation. Although traffic volumes are
expected to be minimal, construction, garbage, and utility maintenance trucks will need to access these
areas.
This portion of Pleasant Avenue will be widened by about three feet by removing the existing concrete
in parkway strip on the east side. This will allow adequate width for the two-way traffic anticipated and
allow parking. However, during construction, there will be some temporary parking prohibitions. The
portion of Pleasant Avenue north of Locust Street will remain one-way northbound.
FUNDING: Funding (approximately $700) is available in the Street Maintenance Account.

RESOLUTION NO. 2002-173
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE CONVERSION OF PLEASANT AVENUE, FROM LOCUST
STREET TO THE ALLEY SOUTH OF LOCUST, FROM ONE-
WAY TRAFFIC (NORTHBOUND) TO TWO-WAY TRAFFIC, AND
THEREBY AMENDING TRAFFIC RESOLUTION NO. 97-148
WHEREAS, as part of the new Police Facility Project and the closing of Pleasant
Avenue from Elm Street north to the alley, staff has worked with adjacent residents and
businesses on how to handle traffic on Pleasant Avenue north of the alley; and
WHEREAS, the portion of the alley north to Locust Street will remain and is currently
one-way northbound; and
WHEREAS, under these conditions, traffic using this portion of Pleasant Avenue will
have to use the alleys for circulation; and
WHEREAS, this portion of Pleasant Avenue will be widened by approximately three feet
by removing the existing concrete parkway strip on the east side, thus allowing adequate width
for the two-way traffic anticipated and allow parking.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi does
hereby approve the conversion of Pleasant Avenue, from Locust Street to the alley south of
Locust Street, from one-way traffic (northbound) to two-way traffic as shown on Exhibit A
attached; and
BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 97-148, Section
1(A) "Streets" is hereby amended by the conversion of Pleasant Avenue, from Locust Street to
the alley south of Locust Street, from one-way traffic (northbound) to two-way traffic.
