HomeMy WebLinkAboutAgenda Report - August 7, 2002 I-02AGENDA TITLE: Adopt Resolution Authorizing the City Manager to Approve Contract Amendment No. 1 to Professional Services Contract with Mark Thomas and Company for Additional Services for Lower Sacramento Road (Harney Lane to Kettleman Lane) Project Design and Environmental Services ($77,314) MEETING DATE: August 7, 2002 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to approve the requested Contract Amendment No. 1 for Lower Sacramento Road Project design and environmental work for $77,314 which would result in a total revised appropriation of $396,854 for preliminary engineering, environmental review, design, and limited construction services. BACKGROUND INFORMATION: City Council awarded the project contract to Mark Thomas and Company on February 7, 2001, and appropriated a not -to -exceed amount of $319,540 for the preliminary engineering, environmental review, design and limited construction services. At that time, $1,855,500 in State Transportation Improvement Program (STIP) funds had been reserved for the project through San Joaquin Council of Governments. This year, the City was awarded an additional $1,000,000 in STIP funding for the project. The estimated total project cost is now $3,460,000 of which $2,855,500 are STIP funds and $528,000 are local match funds. At this time, the local match funds are Regional Streets Impact Mitigation Fees and Measure K. Presently, staff is cooperatively pursuing, with property owners' consent, a greater Lower Sacramento Road widening than initially envisioned. Staff is discussing with property owners on the west side of Lower Sacramento Road the no -cost dedication of street easements sufficient to fully construct the ultimate 20 -foot center median, four travel lanes, bike lanes and shoulder. Additional frontage improvements will be required in the future when the fronting properties develop. Additional field surveys and preparation of legal plats and descriptions are required to implement the dedication. Contract Amendment No. 1 adds these services to the professional services contract. In addition, unrelated to the above, requirements imposed by the Federal Highway Administration have expanded the extent and scope of the environmental review and technical studies thereby requiring inventory and evaluation of architectural features, analyses and documentation of "Logical Termini" criteria and preparation of an Initial Study and Environmental Assessment. In addition, Community Impact Assessment and Relocation Impact reports may be required to conform to National Environmental Policy Act (NEPA) requirements that apply due to the federal funding on the project. Contract Amendment No. 1 includes the services required to supply this additional information and prepare the necessary reports and submittals. These and other factors will delay delivery of the project to fiscal year 2002/03. Caltrans has approved a sufficient time extension of the project authorization to February 2004. The recommended Contract Amendment No. 1 does cover the added project management services commensurate with extending the project completion. With City Council approval, Contract Amendment No. 1 would result in total fees appropriated for this project not to exceed $396,854. Staff recommends City Council adopt a resolution authorizing the City Manager to execute Contract Amendment No. 1 with Mark Thomas and Company for professional services and appropriate funding for the project. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize the City Manager to execute Contract Amendment No. 1 to Professional Services Contract with Mark Thomas & Company, Inc., for additional services for Lower Sacramento Road (Harney Lane to Kettleman Lane) Project Design and Environmental Services; and BE IT FURTHER RESOLVED that additional funds in the amount of $77,314.00 be appropriated for this project from the Regional Street Impact Mitigation Fees.
