HomeMy WebLinkAboutAgenda Report - August 7, 2002 I-01AGENDA TITLE: Adopt resolution authorizing the City Manager to provide a Public Benefits Program Grant in the amount of $25,000 to extend the Lodi Cooling Cash Rebate Program (EUD) MEETING DATE: August 7, 2002 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to provide a Public Benefits Program Grant in the amount of $25,000 to extend the Lodi Cooling Cash Rebate Program. BACKGROUND INFORMATION: The City of Lodi is currently offering an energy efficiency rebate program to residential customers, entitled the Lodi Cooling Cash Rebate. The program provides rebate dollars to those customers that install high efficiency (12.0 Seasonal Energy Efficiency Rating— SEER - or better) central air conditioning units in their single-family dwelling. The rebates range from $50/ton for a 12.0 SEER unit, to $225/ton for a 14+ SEER unit. The Lodi Cooling Cash Rebate Program began on April 1, 2002, and through mid-July 2002, over ninety (90) residential customers have received rebates for installing and/or upgrading to high efficiency central air conditioning systems. It is anticipated that the additional $25,000 from the Public Benefits Program will fund the Lodi Cooling Cash Rebate through the end of September, 2002. The Lodi Cooling Cash Rebate Program will close on September 30, 2002, or sooner, if funds are depleted. The City of Lodi Electric Utility respectfully recommends approval of thisgrant as a qualifying component of the City of Lodi Public Benefits Program. Funding Approval: U >•.gL64 'C><: tJ, Vicky McAthi , Finance Director Alan allow Electric Utility Director PREPARED BY: Rob Lechner, Manager of Customer Programs ANV/RUIst C: City Attorney APPROVED: 1`lynn - City Manager RESOLUTION NO. 2002-171 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT IN THE AMOUNT OF $25,000 TO EXTEND THE LODI COOLING CASH REBATE PROGRAM WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, this project is specifically designed for Lodi residential electric customers. The Lodi Cooling Cash Rebate Program will provide 1) a rebate of $50.00 per ton for the installation of a 12.0 Seasonal Energy Efficiency Rating (SEER) or better air conditioning unit, to $225.00 per ton for a 14+ SEER unit. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide funding in the amount of $25,000.00 to renew the Public Benefits Program — Lodi Cooling Cash Rebate Program, specifically designed for Lodi residential electric customers; and BE IT FURTHER RESOLVED, that the Lodi Cooling Cash Rebate Program will close on September 30, 2002, or sooner, if funds are depleted.
