Pedestrian Safety Program Grant

RECOMMENDED ACTION: That the City Council adopt a resolution supporting the above project and
authorizing the City Manager to execute the Project Agreement, PS0310, for the
Office of Traffic Safety (OTS) Bicycle and Pedestrian Safety Program Grant.
BACKGROUND INFORMATION: Recently, the Public Works Department was notified that OTS had
accepted our funding request for a traffic safety program. This project
is an extension of a previous grant. The grant program will begin in
October 2002 and end in December 2004.
The program will be a joint effort between the Public Works and Police departments. The departments will
create an interactive traffic safety program to educate school-age children on pedestrian and bicycle issues.
The program will be designed to target kindergarten through eighth grade students and include
parent/student walk -to -school days, suggested routes -to -school maps, bicycle and pedestrian safety material,
and free bicycle helmets. Bicycle rodeos will be used to create a fun environment to test and educate the
students on their bicycle safety skills. We expect this program to instruct 5,000 students and will include a
public relations campaign on bicycle and pedestrian safety.
One of the main reasons OTS recommended funding for this program is the City is listed as having a high
number of bicycle and pedestrian collisions compared to similar size cities. Out of 91 similar size cities, the
City of Lodi ranked fifth and had the highest number of bicycle and pedestrian collisions involving children
under fifteen years old.
Our main objective is to reduce bicycle and pedestrian collisions by providing a practical program to educate
young pedestrians and parents. In addition, we want to increase bicycle helmet compliance by providing free
helmets and educating the students on proper use.
FUNDING: OTS funds in the amount of $60,000.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE PROJECT AGREEMENT NO. PS0310
FOR THE OFFICE OF TRAFFIC SAFETY BICYCLE AND PEDESTRIAN
SAFETY PROGRAM GRANT
WHEREAS, the Public Works Department recently received word that the City of Lodi's
previous Office of Traffic Safety Bicycle and Pedestrian Safety Program Grant has been
extended, and will be in effect from October 2002 through December 2004; and
WHEREAS, the program will be a joint effort between the Public Works and Police
Departments, and will create an interactive traffic safety program to educate school-age
children on pedestrian and bicycle issues; and
WHEREAS, the program will be designed to target kindergarten through eighth grade
students and include parent/student walk -to -school days, suggested routes -to -school maps,
bicycle and pedestrian safety material, and free bicycle helmets. Bicycle rodeos will be used to
create a fun environment to test and educate the students on their bicycle safety skills; and
WHEREAS, the program is expected to provide instruction to 5,000 students and will
include a public relations campaign on bicycle and pedestrian safety; and
WHEREAS, one of the reasons that the Office of Traffic Safety has recommended the
City of Lodi for this funding stems from the fact that the City of Lodi ranks fifth out of 91 similar
size cities with having a high number of bicycle and pedestrian collisions involving children
under fifteen years old; and
WHERES, for that reason, the Lodi City Council does hereby support the Traffic Safety
Bicycle and Pedestrian Safety Program Grant.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute Program Agreement No. PS0310 for the Office of Traffic
Safety Bicycle and Pedestrian Safety Program Grant which will provide funding in the amount of
$60,000.00.
