AGENDA TITLE: Approve plans and specifications and authorize advertisement for bids for Henning
Substation, Block Wall and Gate project ($95,000) (EUD)

RECOMMENDED ACTION: That the City Council approve the plans and specifications and authorize
advertisement for bids for Henning Substation, Block Wall and Gate project.
BACKGROUND INFORMATION: This project will install a concrete masonry unit (CMU) block wall along the
west perimeter of Henning Substation adjacent to the Woodbridge Irrigation
District's canal. Currently, an 8 ft. chain link fence exists in this area. This
fence, adjacent to the canal levee, does not offer the desired protection of the substation. The top of the canal levee
is only a few feet below the top of the fence. Substation equipment, such as circuit breakers and a power transformer
located near the fence have several dents from objects hitting the equipment from the canal area. Many of these
dents have been made with a force greater than a pellet gun. In the event any of the expected future impacts
penetrates the equipment wall significant damage and extended outages could occur. Additionally, the chain link
fence does not offer a visual barrier and it is the only remaining segment of chain link fence along the west property
line of the Service Center/Substation. The proposed 12.5 ft. tall CMU wall will obscure the substation, will eliminate
the ability to aim at equipment and will significantly improve the visual impact of the station as viewed from Kettleman
Lane and the developing area west of the canal.
This project also installs a 16 ft. wide gate in the existing east CMU wall of the station. This gate will provide access
to the station from the entry road to the Municipal Service Center. This new access will eliminate the need for access
through the MSC yard resulting in additional storage space within the yard.
The estimated cost of this construction project is $95,000.
Bid opening has been scheduled for Wednesday, August 28, 2002.
