AGENDA TITLE: Adopt a resolution authorizing the sole -source purchase of 25
Lodi Replica Concrete Street Light Standards through NCS

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
purchase of 25 "Lodi Replica" concrete street light standards from
the sole supplier, NCS Company of Auburn, California,
representing Traditional Concrete, Inc., in the amount of
$28,497.71.
BACKGROUND INFORMATION: At the August 21, 2002, City Council meeting, the Council widened
the scope of the Streetlight Completion Project, Phase III, thereby
increasing the number of concrete streetlight standards and globe -
style luminaires required to complete the job.
Although the increase (from 159 to 175) consists of only 16 poles, staff recommends purchase of a
truckload quantity, 25 standards, to minimize per -pole freight costs.
NCS Company of Auburn, California, is the sole supplier representing the manufacturer, Traditional
Concrete of Milwaukee, Wisconsin. Traditional Concrete uses the City -owned mold to produce the
standards.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE SOLE -SOURCE PURCHASE OF 25
"LODI REPLICA" CONCRETE STREET LIGHT STANDARDS
WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to
do so; and
WHEREAS, the concrete street light standards installed in the older sections of
the City were manufactured locally utilizing a City -owned mold, and, as a result of many
years of use, the mold has deteriorated beyond repair; and
WHEREAS, the last concrete standard manufacturer attempted to extend the life
of the mold but was unsuccessful and informed the City that it would no longer be able to
manufacture the standards; and
WHEREAS, in 1998, the City requested proposals from various manufacturers to
produce a replica of the existing concrete standard. The company that was awarded the
contract, Traditional Concrete, of Milwaukee, Wisconsin, manufactured a new mold, and
has provided the City with Lodi Replica standards for the past four years; and
WHEREAS, staff recommends purchasing 25 poles from NCS Company, of
Auburn, California, the sole supplier representing the manufacturer, Traditional
Concrete, of Milwaukee, Wisconsin, in the total amount of $28,497.71.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby approve the sole -source purchase of the 25 "Lodi Replica" concrete street
light standards from the sole supplier, NCS Company, of Auburn, California,
representing Traditional Concrete, of Milwaukee, Wisconsin, in the amount of
$28,497.71.
