MEETING DATE: July 17, 2002 PREPARED BY: Community Development Director RECOMMENDED ACTION: That the City Council adopt a Resolution authorizing the reallocation of CDBG Funds from several completed or cancelled CDBG projects to already approved Parks and Recreation Projects. BACKGROUND INFORMATION: We have identified several CDBG projects that have either been completed or cancelled and have an unused balance remaining that need to be reallocated. Those funds can be used for the following Parks & Recreation projects which are either underway and need additional funding for completion or were previously approved and lack all the necessary funding for the project to start. Project 99-05 Hale Park Court Resurfacing, which converts the unused tennis courts at Hale Park to basketball courts, will receive an additional $9,350.00 from the following project: Project 97-1.4 Recreation Office Remodel ($ 9,350.00) The contract amount of $26,756 for the Hale Park Court Resurfacing project was over the original allocated amount of $20,000.00 and this reallocation is necessary to cover that additional amount. No change orders were made for this project. The Council awarded this contract to the Thompson Group at the November 21, 2001 regular meeting. Project 01-03 Armory Park ADA Bleacher, which is the installation of handicap accessible bleachers, will receive an additional $37,313.21 from the following projects: Project 97-1.1 City Park ADA Improvements ($34,124.00) Project 97-16 Van Buskirk Park Remodel ($ 3,189.21) The Engineer's estimate for the Armory Park ADA Bleacher project was $50,000.00 which was based on the installation of new bleachers which were installed two years ago at the Softball Complex. The lowest bid received was in the amount of $83,570 and Council awarded a contract in that amount to Benton Fence at the November 21, 2001 regular meeting. APPROVED: Een Flynn -- City Manager CDBG Reallocation.doc 07111/02 Project 99-04 Eastside Park Improvement, which will be for a major renovation of the Lawrence Park Playground, will receive an additional $107,278 from the following projects: Project 99-14 Facade Assistance Program ($93,104.00) Project 97-1.3 Lodi Lake Beach Feature ($ 71.00) Project 97-1.6 Blakely Park Improvements ($14,103.00) Additional funds are needed to fund this project as initial funding was expended on the other Parks and Recreation project. The Parks Division has completed construction documents for this project and will be asking for council's approval for the bidding process in August 2002. The Facade Assistance Program, which will provide a substantial amount of the funding for this project, was a Community Development Department project which was cancelled due to the lengthy environmental review that would be necessary for each proposed improvement project. All other funding being reallocated to these three projects are from Parks and Recreation projects which have been completed. NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of Lodi does hereby recommend the aforementioned reallocations of CDBG funds to the Hale Park Court Resurfacing Project, the Armory Park ADA Bleacher Project, and the Eastside Park Improvement - Lawrence Park Playground Project.
