HomeMy WebLinkAboutAgenda Report - July 3, 2002 E-16AGENDA TITLE: Adopt Resolution Amending Traffic Resolution #97-148 by Approving the Installation of Time -Limit Parking on Central Avenue North of Vine Street, and Lodi Avenue West of Central Avenue MEETING DATE: July 3, 2002 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution amending Section 3B of Traffic Resolution #97- 148 by approving time -limit parking on Central Avenue north of Vine Street, and on Lodi Avenue west of Central Avenue, as described below and shown on Exhibit A. • Lodi Avenue (north side) from Central Avenue to 100 feet west of Central Avenue (four stalls). One-hour parking every day between the hours of 9 a.m. and 5 p.m. • Central Avenue (east side) from 65 feet north of Central Avenue to 105 feet north of Central Avenue (three stalls). Thirty -minute parking every day between the hours of 9 a.m. and 5 p.m. BACKGROUND INFORMATION: Public Works staff received requests from three businesses to install time -limit parking for their customers. In both areas, parking in front of the businesses is being utilized by adjacent residents and their visitors, especially on weekends. Staff has field checked these areas and feels the businesses' requests are reasonable since they lack on-site customer parking and are located adjacent to residences. The Central Avenue location is adjacent to a single-family residence which has on-site parking for approximately four to five vehicles and unrestricted street parking along the frontage. The Lodi Avenue location is adjacent to a four -unit apartment and has four on-site parking spaces accessible from the alley and unrestricted street parking along the frontage. Staff sent letters to the owners and tenants of the residence and apartment for their comments regarding the installation of time -limit parking. One response was received from the owner of the apartment on Lodi Avenue. Although the owner was concerned about losing parking for his tenants, he indicated he would work with the City to arrive at a solution mutually beneficial for his tenants and the businesses. His primary concerns were that the time limit not be in effect in the evenings or weekends. To get the maximum use of the parking in these areas, we agree the limit should not be in effect all day; however, the parking concerns expressed by the businesses included weekends. Another issue related to time -limit parking is enforcement. The business owners have been made aware parking will not be routinely patrolled and enforcement will be performed on an on-call basis, similar to other time -restriction parking areas outside the downtown area. The businesses are also aware that the parking stalls can be used by customers of other businesses in the area or by anyone else, as long as the time limit is not exceeded. RECOMMENDATION: Based on these factors, we recommend that City Council approve time -restriction parking at the two areas described above and shown on Exhibit A. At the Lodi Avenue location, a yellow loading zone will be removed and replaced with two parking stalls. The yellow zone, used for freight loading and unloading, was used by a prior business. FUNDING: Funding for the installation of parking limit signs and curb painting at these businesses from the Street Maintenance Account at an approximat st of $80 . Richard C. One-hour parking every day between the hours of 9 a.m. and 5 p.m. 2) Central Avenue (east side) from 65 feet north of Central Avenue to 105 feet north of Central Avenue (three stalls). Thirty -minute parking every day between the hours of 9 a.m. and 5 p.m. BE IT FURTHER RESOLVED, by the City Council of the City of Lodi that the City of Lodi Traffic Resolution No. 97-148, Section 3B "Street Parking Restrictions" is hereby amended and added to as follows: Section 3B (3)- 1.) Lodi Avenue (north side) from Central Avenue to 100 feet west of Central Avenue (four stalls). One-hour parking every day between the hours of 9 a.m. and 5 p.m. Section 3B (2)- 2.) Central Avenue (east side) from 65 feet north of Central Avenue to 105 feet north of Central Avenue (three stalls).
