HomeMy WebLinkAboutAgenda Report - July 3, 2002 E-14AGENDA TITLE: Adopt Resolution Authorizing Participation in the Delta Landscape Management Outreach Partnership Program ($4,617) MEETING DATE: July 3, 2002 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City to provide matching funds for and participate in the Delta Landscape Management Outreach Partnership Program. BACKGROUND INFORMATION: San Joaquin County has again been successful in obtaining grant funds through the California Integrated Waste Management Board (CIWMB) Composting Unit to maintain the Landscape Management Outreach Program. In May 2000, Council adopted a resolution authorizing the City to provide matching funds and participate in the Program. The County is once again requesting matching funds for those participating in the existing Program. The general purposes of the Program are to diminish green waste generation and disposal in local wastesheds, assist local jurisdictions' efforts to comply with mandated diversion requirements, and promote the use of recycled organic products in urban landscapes. The CIWMB has offered $45,000 with the requirement that San Joaquin County jurisdictions provide matching funds. Based on population figures, Lodi's share of the matching funds is $4,617. This is the same amount of funds the City provided as a match in 2000. The Partnership focuses on developing, promoting and demonstrating the use of on-site landscape management and organics procurement practices, green waste management policies, and water/waste efficient landscapes. San Joaquin County Solid Waste Division will be the lead agency. All jurisdictions within the County are planning to participate. The Partnership manager (San Joaquin County) will recruit and organize the Delta Landscape Outreach Coordinating Committee. Public agencies with storm water management and water conservation programs will be included in the Outreach Program as well as landscape management education organizations, private sector residential and commercial property managers, and landscape industry professional and trade organizations. The CIWMB selects regions to establish regional partnerships where local jurisdictions have the most to gain in meeting their mandated diversion requirements. The Board's surveys have shown that the majority of green waste coming from California urban landscapes is generated by the professional landscape industry. Even with the green waste curbside collection programs for homeowners, a significant volume of yard trimmings is still flowing into landfills. This Program will educate participants not only on ways to recycle and reuse green waste, but also on using water -efficient landscaping. It will also promote the use of landscape trimmings on-site. By participating in this Program, the City will demonstrate its good -faith effort in reaching the 50% diversion goal of AB939. It will also help educate those participating in the Program about water conservation measures and of the NPDES storm drain requirements that will affect each jurisdiction.
