AGENDA TITLE: Adopt resolution authorizing the City Manager to execute a professional service agreement
with Wenell, Mattheis and Bowe for a limited feasibility study for the remodeling of the
current Lodi Lake Discovery Center and appropriate $16,000 for the project.

RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a professional
consulting contract with Wenell, Mattheis and Bowe for a limited feasibility study
for the remodeling of the current Lodi Lake Discovery Center.
BACKGROUND INFORMATION: In October 2001, Supplemental Environmental Project (SEP) fine monies
were awarded to the Lodi Lake Nature Area Docent Council to fund start-
up activities of the Lower Mokelumne River Citizen Monitoring Program
and to refurbish a part of the Lodi Lake Discovery Center to provide
space for the office, training, and educational activities of the docents aimed at incorporating water quality and
watershed issues into its educational programs. The SEP monies used for these start-up activities expired on
June 30, 2001.
On April 27, 2001, the Lodi Lake Nature Area Docents Council submitted a Calfed Watershed Program Proposal to
the State of California Department of Water Resources. This proposal seeks funding to establish a Lower
Mokelumne River Watershed Education Project to expand and enhance monitoring and community outreach
activities of the Lower Mokelumne River Citizen Monitoring Program.
In June 2001, the Department of Water Resources entered into a Standard Agreement with the City of Lodi. This
Standard Agreement shall provide the Lower Mokelumne River Watershed Education Project funds in the amount
of $70,140. Within the Budget Summary of this Calfed Grant, Task 5 earmarks $16,000 for a limited feasibility
study for remodeling of the current Lodi Lake Discovery Center. Staff is recommending that Wenell, Mattheis and
Bowe be contracted for this project partly based on the working experience they have with the City of Lodi, but
more importantly other Discovery Center Directors have shared their positive experiences with similar projects
using Wenell, Mattheis and Bowe.
FUNDING: Upfront payment will come from Capital Improvement Project funds, with reimbursement from the
Calfed Grant.

RESOLUTION NO. 2002-151
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH WENELL, MATTHEIS AND BOWE FOR A
LIMITED FEASIBILITY STUDY FOR THE REMODELING OF THE
CURRENT LODI LAKE DISCOVERY CENTER, AND FURTHER
APPROPRIATING FUNDS FOR THE PROJECT
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute a professional services agreement with Wenell,
Mattheis and Bowe for a limited feasibility study for the remodeling of the current Lodi Lake
Discovery Center; and
BE IT FURTHER RESOLVED, that funds in the amount of $16,000.00 be
appropriated from the Capital Improvement Project funds for this project until such time as
the City is reimbursed from the Calfed Grant.
