RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
provide funding in the amount of $47,000 to fund the Public Benefits Program
Grant - Lodi Green Mower Project.
BACKGROUND INFORMATION: The purpose of this program is to provide a rebate in the amount of
$200.00 when Lodi residents purchase an electric rechargeable lawn
mower. The Lodi Green Mower Project will work as follows:
➢ on Saturday, July 13, 2002, from 7:00am to noon, Lodi residents may purchase one (1) 24 -volt,
electric rechargeable lawn mower, manufactured by Black & Decker (the event will be held at Temple
Baptist Church on Lower Sacramento Road);
➢ to participate, residents must show a current California drivers license, be a resident of Lodi, and also
present a City of Lodi utility bill;
➢ to participate, residents must turn -in a gas-fired lawn mower to receive the $200.00 voucher for the
purchase of the new, Black & Decker 24 -volt, electric rechargeable lawn mower (thegas-fired mower
must first be drained of oil and gasoline prior to the July 13, 2002 event);
➢ participating residents must purchase the new electric rechargeable lawn mower during the event on
July 13, 2002; two hundred (200) Black & Decker 24 -volt, electric rechargeable lawn mowers will be
available that day for purchase; and
➢ in addition to the two hundred (200) Black & Decker 24 -volt, electric rechargeable lawn mowers, the
Lodi Green Mower Project proposes to provide thirty (30) additional rebates ($200.00 rebate per unit)
for Lodi residents to purchase an electric rechargeable lawn mower from one of the three
participating Lodi retailers that sell a 24 -volt, electric rechargeable lawn mower, including: A-1 Saw &
Mower, Orchard Super Hardware and Wright Motors (each retailer will receive ten vouchers).
The City of Lodi Electric Utility is partnering with B & G Machinery, a Lodi -based scrap metal firm, to haul
away and properly scrap/recycle the used, gas-fired lawn mowers. The City of Lodi Electric Utility is also
partnering with the Black & Decker Corporation, which will be providing the two hundred (200) 24 -volt,
electric rechargeable lawn mowers and staff for the July 13, 2002 event.
Note: In reviewing a similar program offered by Sacramento Municipal Utility District (SMUD), it was
determined that Black & Decker is the most appropriate firm to partner with for this project. SMUD has
utilized Black & Decker on two previous electric rechargeable lawn mower rebate programs (spring of

2001 and spring of 2002), similar to the one the City of Lodi Electric Utility is proposing for July 13, 2002.
Due to the success of the SMUD program, and their staff recommendation, the City of Lodi Electric Utility
respectfully requests that the Lodi City Council dispense with going out to bid pursuant to Lodi Municipal
Code 3.20.070.
Gas-fired mowers are considered environmentally non -friendly:
➢ gas-fired mowers statewide emit 8.3 tons of smog -forming emissions each day;
➢ in one hour, a gas-fired lawn mower emits the same amount of pollution as driving 650 miles in a
eight-year old automobile; and
➢ some 17 million gallons of gasoline are inadvertently spilled annually nationwide by individuals
refueling their lawn mower.
Electric rechargeable lawn mowers offer the following benefits:
➢ they cost roughly $4 per year to operate (recharge);
➢ they produce less than half the amount of noise compared to gas-fired mowers;
➢ they are clean -burning, and easier to start than gas-fired mowers; and
➢ the 24 -volt, electric rechargeable Black & Decker lawn mower can mow up to 1/3 of an acre on one
full charge.
The City of Lodi Electric Utility respectfully requests approval of this project as a qualifying component of
the City of Lodi Public Benefits Program.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO
PROVIDE FUNDING FOR THE PUBLIC
BENEFITS PROGRAM GRANT — LODI
GREEN MOWER PROJECT

WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to do so;
and

the City Manager to provide funding in the amount of $47,000.00 to fund the Public Benefits
Program Grant - Lodi Green Mower Project, specifically designed for Lodi Electric Utility
customers.
