($10,000) (ISD) MEETING DATE: June 19, 2002 PREPARED BY: Information Systems Manager RECOMMENDED ACTION: That the City Council authorize the purchase of a 4 -user license for SEQUEL VIEWPOINT, a data query tool from Advanced Systems Concepts to be used on the IBM A$400. BACKGROUND INFORMATION: The IBM AS400 computer is the general store of data for the City of Lodi. All transactions for the City's billing system (Orcom) and its financials (J.D. Edwards), among other data, are stored on the AS400. Data queries are written in order to provide reports and print checks, among other important tasks. As an example, if the City Council wanted to know how many business licenses were taken out from January through March of a given year, and where the businesses were located on Pine Street, this product would make it faster and easier to write the query needed to return this information. Currently, the process required to write such queries is both complex and time-consuming. The Sequel Viewpoint product will enable our staff programmers to write queries much faster, allowing reports and information requests to be handled more expeditiously. While it is difficult to predict turnaround times (because not all queries are the same), reports that once took days or weeks to produce could be done the same day. Sequel Viewpoint also utilizes newer technology, which will make it easier to learn the product. This is a unique utility, specifically made for use on the IBM AS400. Having researched other, similar products, staff believes Sequel Viewpoint is the "best of breed" and the most cost effective solution. This product includes 4 different modules, which are included in the purchase. Normally, the software is sold with a six license minimum; however, we were able to negotiate a 4 -user license deal if purchased by June 30, 2002. The Sequel Viewpoint software will enable programmers to write queries much faster, allowing reports and information requests to be handled more expeditiously; and WHEREAS, typically this software is sold with a six -license minimum, however, City staff was able to negotiate a four -user license deal if purchased by June 30, 2002, thus saving the City approximately $5,000.00. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize the purchase of Sequel Viewpoint software (four -user license) for the AS400 from Advanced Systems Concepts, of Schaumburg, IL, in the amount of $10,000.00.
