AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for the Water/Wastewater Main
Replacement Program (Project No. 1)

RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project and
authorize advertising for bids.
BACKGROUND INFORMATION: The Water/Wastewater Main Replacement Program is a multi-year program to
rehabilitate existing water and wastewater infrastructure. The Council approved funding
for this program in the fall of 2001.
The Water and Wastewater Main Replacement Program is intended to systematically replace and, where needed, upgrade
the existing water and wastewater infrastructure within the oldest areas of the City. The older parts of the City's water and
wastewater system contains pipelines that are over 70 years old. The wastewater pipelines are mostly constructed of
terracotta or concrete pipe and the waterlines are small -diameter cast iron or steel pipe. The majority of these pipes are in
need of rehabilitation and/or replacement.
To determine the initial project scope, staff interviewed the maintenance supervisors most familiar with the system. Based
on an informal ranking system, they indicated the areas that require the most water/wastewater maintenance. This
information, coupled with the focus on areas containing substandard 2 -inch diameter water mains, was used to identify the
limits of Project No, 1. Given that this is the first major project in the program, it is somewhat smaller in area (and cost) than
we anticipate in future years.
Since most of the wastewater lines within the project limits are located in backyards, staff elected to evaluate the application
of trenchless methods of rehabilitation to minimize the surface disruption. Closed circuit television video and flow monitoring
data was used to identify the most appropriate methods of rehabilitation ranging from in-situ pipe lining to traditional open cut
replacement. Additionally, portions of the wastewater pipes in this area are to be abandoned (including a portion located
directly below an existing dwelling) and replaced in the public right of way.
The existing 2 -inch water mains, also located in backyards, are to be abandoned and replaced with new mains located in the
street right of way. These improvements will increase water pressure and fire flow capabilities, conserve water by reducing
leakage, and reduce maintenance costs.
Project No. 1 includes the installation of approximately 3,300 LF of 8 -inch diameter water main; the rehabilitation of
approximately 3,400 LF of existing wastewater pipeline, and the installation of approximately 1,500 LF of new wastewater
pipeline. The project area includes Cherry Street, Vine Street, Watson Street, and Mission Street east of Stockton Street to
and including Central Avenue.
The plans and specifications are on file in the Public Works Department.
FUNDING: The money for this project will be coming from the Water and Wastewater Funds. A request for appropriation
of funds will be made at contract award.
