AGENDA TITLE: Adopt Resolution Amending Traffic Resolution #97-148 by Approving the Removal
of the Time -Limit Parking Restriction on Almond Drive West of Cherokee Lane at
Almondwood Place

RECOMMENDED ACTION: That the City Council adopt a resolution amending Traffic Resolution #97-148
by approving the removal of the Tuesday 5 p.m. to Wednesday 5 p.m.
parking restriction on Almond Drive in front of Almondwood Place, as shown
on Exhibit A.
BACKGROUND INFORMATION: The Public Works Department received a letter from the
Almondwood Place Board of Directors requesting the existing time -
limit parking, fronting their complex on Almond Drive west of
Cherokee Lane, be removed and replaced with a passenger -loading
zone (Exhibit B).
In February 1998, City Council approved a no -parking restriction on Almond Drive at Almondwood Place
during the time when refuse pick-up occurred. The Almondwood Place complex consists of 26 privately -
owned single-family homes. Homes access a concrete horseshoe shaped driveway. Refuse pick-up
was originally performed on-site, however, was halted because the heavy refuse trucks damaged the
driveway. The refuse cans were then moved to the street, but the parked vehicles hindered access to
the large number of cans.
Since the restriction is during one short portion of the week, drivers often forget to move their vehicles
and the refuse cans are not accessible. Despite calls to the Police Department, and citations issued, the
problem persists. Although, the Directors requested a loading zone, staff feels installing a no -parking
restriction is appropriate since driveway visibility is also a concern. Installation of the no -parking zone
will be performed at the direction of the Public Works Director, and does not require Council action, per
the Municipal Code.
RECOMMENDATION: Since the time -limit parking restriction was installed by Council resolution,
removing the restriction also requires Council action. Based on the above-mentioned factors, staff
recommends that City Council approve the removal of the restriction by amending Section 3C of Traffic
Resolution #97-148.

The Almondwood Place Board would like to request the curb in front of our subdivision mailboxes
be painted white. The reasoning behind this is two fold. It is a safety concern for our home owners
for the blind spot cars create being parked in the street, and also a hazard for all the garbage cans
from all the home owners to set their garbage out. If you need any further information please contact

RESOLUTION NO. 2002-122
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE REMOVAL OF THE TIME -LIMIT PARKING
RESTRICTION ON ALMOND DRIVE WEST OF CHEROKEE
LANE AT ALMONDWOOD PLACE, AND THEREBY
AMENDING TRAFFIC RESOLUTION NO. 97-148
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi
does hereby approve the removal of the Tuesday 5 p.m. to Wednesday 5 p.m. time -limit
parking restriction on Almond Drive west of Cherokee Lane at Almondwood Place, as
shown on Exhibit A attached and made a part of this resolution; and
BE IT FURTHER RESOLVED, that the City of Lodi Traffic Resolution No. 97-148,
Section 3(C) "Street Parking Restrictions" is hereby amended by removing the Tuesday 5
p.m. to Wednesday 5 p.m. time -limit parking restriction on Almond Drive west of
Cherokee Lane at Almondwood Place, as shown on Exhibit A.
