BACKGROUND INFORMATION: This project consists of constructing a 24 -foot by 31 -foot design/build block wall enclosure for Well 26, and other incidental and related work, all as shown on the plans and specifications for the above project. Well 26 was drilled in the summer of 2000 and the pump and motor were installed in the summer of 2001. Because the well is located within Katzakian Park, the block wall was designed to minimize the visual impacts at the park site. Staff is recommending a split -face block wall appearance with brick caps for the proposed enclosure. The enclosure is to be as small as possible but big enough to allow maintenance workers to perform regular tasks at the well site. The wall will also be designed to accommodate a fiberglass grate cover if it is determined to be needed in the future. Plans and specifications for this project were approved on April 3, 2002. Staff has had discussions with DC Builders regarding this project. Mr. David Clappis, the president of DC Builders, is confident that he has provided the City with a good bid. He has constructed masonry walls for the City of Sacramento and San Joaquin Delta College as well as other agencies. Several of the references that Mr. Clappis provided the City of Lodi were contacted; they all felt that DC Builders was a contractor with the experience needed to construct the Well 26 enclosure. The contract amount has been increased by 20% to allow for contingencies on this project.
