HomeMy WebLinkAboutAgenda Report - May 15, 2002 I-01AGENDA TITLE: Adopt resolutions authorizing the City Manager to appropriate the following Public Benefits Program funds (EUD): a) $25,000 to extend the Lodi Energy Efficient Window and Shade Screen Program; b) $50,000 to extend the Lodi Appliance Rebate Program; and c) $30,000 to extend the Lodi Small Business Energy Services Partnership MEETING DATE: May 15, 2002 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt three resolutions authorizing the City Manager to appropriate Public Benefits Program Grants to fund and extend the following energy efficiency improvement programs: Lodi Energy Efficient Window and Shade Screen Program, the Lodi Appliance Rebate Program and the Lodi Small Business Energy Services Partnership. BACKGROUND INFORMATION: The Lodi Energy Efficient Window and Shade Screen Program began in the summer of last year, and has become one of the most popular programs currently offered by the City of Lodi. To date, over 150 customers have installed energy efficient windows or shade screens, and received a rebate from the City of Lodi. The program works as follows: ➢ must be a City of Lodi electric utility residential customer; ➢ one rebate per customer service address (includes single-family dwellings, duplexes and tri-plexes); ➢ the rebate amounts- $1.25 per square foot for approved windows; .50 cents a square foot for shade screens (there is no cap on the amount of rebate per customer service address); ➢ for both products, there are designated energy efficiency standards which must be met, and the windows/shade screens must have either the EnergyStar logo, or the National Fenestration Rating Council's seal of approval; customers may choose any licensed contractor to perform the work, or may purchase the products and install directly; and ➢ this program is offered until funds are depleted. By once again funding this program, it is anticipated that up to 150 customers may participate in the program and receive a City of Lodi rebate. By installing energy efficient windows, residential customers can reduce monthly energy consumption, reduce outside noise and improve indoor air quality, and by installing shade screens, customers can reduce monthly energy consumption by some 5 percent. The Lodi Appliance Rebate Program provides rebates to residential and commercial customers who purchase an energy efficient appliance. Since 1999, several thousand customers have received a rebate towards the purchase of one or more of these appliances. The program works as follows: • must be a City of Lodi electric utility customer; • one rebate (up to five different appliances) per customer service address; ➢ front load clothes washers - rebate is $100; APPROVED: H. Dr on Flynn - City Manager ➢ dishwashers (EnergyStar-rated) - rebate is $50; ➢ single -room air conditioners - rebate is $25; ➢ refrigerators (En ergyStar-rated) - rebate is $75; ➢ manual defrost freezers - rebate is $75; ➢ customers must purchase the appliance(s) from one of the six (6) participating Lodi retailers, including: Anderson Maytag, Ben's Appliance, FILCO of Lodi, Kundert & Bauer, Les' Appliance, and Reo's Appliance; ➢ this program is offered until funds are depleted. By removing an aging and inefficient appliance, customer may reduce monthly energy consumption from 2 percent to 15 percent (depending upon the number of energy efficient appliances purchased, run time of the new appliances, etc.). The Lodi Small Business Energy Services Partnership also began in 1999. This program is designed to assist small business owners/managers in Lodi with specific energy efficiency improvements. Since mid -2001, over 80 small businesses (identified as those on either the G-1 or G-2 electric utility rate schedule) have participated in the Lodi Small Business Energy Services Partnership. The program works as follows: ➢ must be a City of Lodi electric utility commercial customer (either on the G-1 or G-2 electric utility rate schedule); ➢ one rebate per customer service address (one such rebate every six months); ➢ rebate is a dollar -for -dollar rebate of up to $350; ➢ the approved energy efficiency improvements include- purchase and installation of ceiling fans, attic ventilators, attic insulation, weather-stripping, awning covers, window tinting, and special projects (included in the special project category are system -wide improvements, such as lighting retrofits and/or mechanical enhancements; in this case, the rebate is 20 percent of the total purchased and installed cost of the approved energy efficiency improvements); and ➢ this program is offered until funds are depleted. Depending upon the energy efficiency measures implemented, a small business customer can reduce monthly energy consumption from 5 percent to 20 percent. The City of Lodi Electric Utility respectfully recommends approval of these three (3) demand-side management programs, as designated and approved energy efficiency improvements by the California Energy Commission, EnergyStar and the National Resources Defense Council. Dixon Flynn - City Manager RESOLUTION NO. 2002-102 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT IN THE AMOUNT OF $25,000.00 TO FUND THE LODI ENERGY EFFICIENT WINDOWS AND SHADE SCREEN PROGRAM WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, this program will assist Lodi residents by providing a rebate of $1.25/square foot for windows approved by the National Fenestration Rating Council (NFRC), and have the EnergyStar (copyrighted) logo. The NFRC has an extensive background in the review and development of energy efficient windows, and this rating service is utilized by a majority of electric utilities around the country that offer rebates for energy efficient windows; and WHEREAS, this program will also provide a rebate of .50 cents/square foot for the installation of shade screens. The specific energy efficiency requirement for the shade screens will be sun screen 80 percent, which means the screens must block 80 percent or more of the sun's solar heat gain. Customers must, at a minimum, cover the east and west facing windows of their home; and WHEREAS, by installing energy efficient windows and/or shade screens, residential customers may reduce their monthly cooling and heating costs in excess of ten percent. There is no cap on the amount of the rebate per customer service address, which is available to customers living in single-family dwellings (including town homes, duplexes and tri-plexes), and funds will be available until exhausted; and WHEREAS, the City of Lodi Electric Utility recommends approval of the Lodi Energy Efficient Window and Shade Screen Program as a qualifying component of the City of Lodi Public Benefits Program. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program grant in the amount of $25,000.00 to fund the Lodi Energy Efficient Windows and Shade Screen Program. BLACKSTON City Clerk 2002-102 RESOLUTION NO. 2002-103 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE FUNDING FOR THE PUBLIC BENEFITS PROGRAM GRANT - LODI APPLIANCE REBATE PROGRAM --------------------------------------------------------------------------------- --------------------------------------------------------------------------------- WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, this project is the fifth in a series of projects specifically designed for Lodi residential electric customers. The Lodi Residential Energy Efficient Appliance Rebate Program allows residential customers to receive cash rebates of up to $325 per service address, by replacing specified older, less energy efficient appliances with more energy efficient models; and WHEREAS, to participate in the program, residential customers may purchase any or all of the following appliances from the participating dealers and receive rebates for each: • Energy efficient refrigerator (EnergyStar rated) — rebate $75.00 • Upright manual defrost freezer — rebate $75.00 • Dishwashers (EnergyStar rated) — rebate $50.00 • Front loading clothes washer/EnergyStar approved clothes washers — rebate $100.00 • Single -room air conditioner with 9.0 or higher SEER — rebate $25.00 WHEREAS, the total rebate could be $325.00 per qualified residential customer, and the rebate program will run until funds are depleted; and WHEREAS, staff requests that the City Manager provide a Public Benefits Program Grant in the amount of $50,000.00 for the Lodi Appliance Rebate Program. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program grant in the amount of $50,000.00 to fund the Lodi Appliance Rebate Program, specifically designed for Lodi residential electric customers. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, in May 1999, the City Council approved the City of Lodi Small Business Energy Services Partnership, which provides direct energy conservation grants to small business customers on the commercial G-1 or G-2 electric utility rate schedule; and WHEREAS, the Electric Utility Department recommends funding the Lodi Small Business Energy Services Partnership grant and continuing until designated funds are exhausted. The energy services partnership works as follows: ➢ Must be a City of Lodi electric utility commercial customer (either on the G-1 or G-2 electric utility rate schedule); ➢ One rebate per customer service address (one such rebate every six months); ➢ Rebate is a dollar -for -dollar rebate of up to $350.00; ➢ The approved energy efficiency improvements include - purchase and installation of ceiling fans, attic ventilators, attic insulation, weather-stripping, awning covers, window tinting, and special projects (included in the special project category are system -wide improvements, such as lighting retrofits and/or mechanical enhancements; in this case, the rebate is 20 percent of the total purchased and installed cost of the approved energy efficiency improvements).
