AGENDA TITLE: Adopt Resolution Supporting Proposition 12 Watershed, Wildlife and Parks
Improvement Grant Application for the Purchase of Trees for the South Hutchins Street
Project, and Authorizing the City Manager to Execute Applicable Agreements

RECOMMENDED ACTION: That the City Council adopt a resolution supporting the City of Lodi's
application for the Watershed, Wildlife and Parks Improvement Bond Act of
2000 — Proposition 12 Grant to purchase trees for the South Hutchins Street
project, and authorizing the City Manager to execute applicable agreements
or contracts pertaining to the above proposal.
BACKGROUND INFORMATION: The Urban and Community Forestry Program California Department of
Forestry & Fire Protection is requesting proposals from cities, counties,
districts, and nonprofit organizations to apply for Proposition 12 Grant
funds (maximum grant request $50,000).
This grant will fund those applicants in support of the improvement of watershed, wildlife and parks. The City is
interested in applying for this grant to fund Phase III of the South Hutchins Street project. Phases I and II entail
the landscaping of the South Hutchins Street median and are currently under construction and fully funded.
Phase III of the project is not yet funded and supports the improvement of tree plantings in the sidewalk area.
Presently, there are 210 tree wells between Kettleman Lane and Harney Lane. Only 76 of these tree wells
house trees that are in good condition, 47 are in poor condition, and 87 are empty. Staff is currently
considering options to replace vacant and damaged tree wells, as well as working with a local service club on
coordinating participation in the City's tree planting efforts. The approximate cost for this work is $34,000,
which covers the purchase of trees (all trees including replacing existing), materials, and the repair of the
current sprinkler system.
The filling of vacant tree wells along the sidewalk area will compliment the South Hutchins Street median
landscaping and will enhance the appearance of the City's main entrance. Alongside the aesthetics of this project,
the planting of trees will suppress dust and increase shade, therefore reducing the urban -heat-island effect.
FUNDING: None needed at this time. Will request Council approval if grant application is successful and
award is granted to the City.

A RESOLUTION OF THE LODI CITY COUNCIL SUPPORTING PROPOSITION
12 WATERSHED, WILDLIFE, AND PARKS IMPROVEMENT GRANT
APPLICATION FOR THE PURCHASE OF TREES FOR THE SOUTH
HUTCHINS STREET PROJECT, AND FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE APPLICABLE AGREEMENTS

WHEREAS, the Urban and Community Forestry Program of the California Department
of Forestry & Fire Protection is requesting proposals from cities, counties, districts, and
nonprofit organizations to apply for Proposition 12 Grant funds; and
WHEREAS, the maximum amount of this grant request is $50,000.00, and will fund
applicants in support of the improvement of watershed, wildlife, and parks; and
WHEREAS, the City of Lodi is interested in applying for this grant to fund Phase III of
the South Hutchins Street project, consisting of tree plantings in the sidewalk area, i.e.,
replacing 47 trees that are in poor condition and planting 87 trees in currently empty tree wells,
and repairing the sprinkler system between Kettleman Lane and Harney Lane; and
WHEREAS, the filling of vacant tree wells along the sidewalk area will compliment the
South Hutchins Street median landscaping and will enhance the appearance of the City's main
entrance. The planting of trees will also suppress dust and increase shade, therefore reducing
the urban -heat-island effect.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby supports the
Proposition 12 Watershed, Wildlife, and Parks Improvement Grant Application for the purchase
of trees for the South Hutchins Street Project; and
BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and directed
to execute the applications, contracts and/or agreements for the grant on behalf of the City of
Lodi.
