AGENDA TITLE: Adopt resolution authorizing the City Manager to purchase services from ORCOM to enhance
CIS software for electric rate changes

RECOMMENDED ACTION: That City Council authorizes the City Manager to execute the attached
special service agreement with ORCOM to enhance the CIS system to
implement the Home Comfort Discount.*
BACKGROUND INFORMATION: In order to implement the proposed Electric Rate change, the Home Comfort
Discount, the current ORCOM Customer Information System CIS requires
modification in a timely manner. This involves software modification, testing
and implementation by July 2002. Because ORCOM maintains and licenses
the ORCOM CIS, ORCOM is the only source available for this modification.

This Request For Work presents a high-level overview of the project and the
total estimated hours.
Details on requirements, solutions, tasks, assumptions and risks are described
and controlled by the attached Custom Modification Document (CMD.)

A) Objective
Goal of the Home Comfort Discount Project is to implement a discount
program for residential and small commercial accounts for the City of Lodi.
The discount will only apply to certain residential and small commercial rate
schedules.
These customers are billed their current metered usage through the existing
City of Lodi rate schedules. The discount will only apply to current usage that
exceeds last year's per -day usage times the number of days in the current
service period for the same revenue year/month last year.
B) Summary of Tasks and Estimate
1. Analysis 14 h
2. SW Install: Create Environment 16 h
3. Programming (see CMD for details) 120 h
4. Process Testing (a) 64 h
5. Functional Testing (b) 40h
6. GUI Testing 4h
TOTAL Hours: 258 h *
Although this is an estimate, the total billable hours will not exceed 258
hours, providing there are no changes to specifications or scope of work.
Additional information on the Testing Effort:
(a) Process Testing
Will include tests to ensure the requirements are being met. These
will include, but not limited to, the following scenarios with both
Residential and Small Business Accounts.
1) Account/Prem. with bill history from last year, same revenue
month, same rate schedule, 20-40 days.
2) Account/Prem. without bill history from last year, same revenue
month.
3) Account/Prem. with estimated bill history from last year, same
revenue month.

4) Account/Prem. with bill history from last year, same revenue
month, for only 19 days.
5) Account/Prem. with bill history from last year, same revenue
month, for only 40 days.
6) Account/Prem. with bill history from last year, same revenue
month, different rate schedule, 20-40 days.
7) Account/Prem. with estimated bill history from last year, same
revenue month, same rate schedule, 20-40 days.
8) Account/Prem. with bill history from last year, same revenue
month, same rate schedule, 20-40 days. Current bill estimated.
9) Account/Prem. with bill history from last year, same revenue
month, same rate schedule, 20-40 days, service period
spanning May 1 st effective date.

14) All tests should include file/field verifications for bill select, bill
history, UJRN, ULGR & UBXCIF files. Also, the sales journal
and other bill post reports should be reviewed for accurate G/L
distribution of discount dollars.
(b) Functional Testing
Will include some tests described above with some variations to
data, days, history, etc. These will include, but not limited to, the
following scenarios:
1) Some scenarios above with variations.
2) Misc. usage override bills.
3) Batch performance measures with mix of Home Discount
accounts and non -Home Discount accounts.
4) Cancel bills with discounts.
5) Closing bills with discounts (within and outside of 20-40 day
window).

6) Meter change -out bills on rate schedules with discounts.
7) Rate schedule changes with discount code attached.
Acceptance/Authorization
This document is an addendum to the contract between Orcom Solutions, Inc.
and the City of Lodi when it has been authorized by the City of Lodi and
accepted by Orcom Solutions, Inc.

RESOLUTION NO. 2002-96
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE SPECIAL SERVICE
AGREEMENT WITH ORCOM TO ENHANCE THE CIS
SOFTWARE FOR ELECTRIC RATE CHANGES
WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to
do so; and
WHEREAS, in order for the City to implement the proposed Electric Rate change
"the Home Comfort Discount", the current ORCOM Customer Information System CIS
requires modification in a timely manner; and
WHEREAS, this involves software modification, testing, and implementation by
July 2002; and
WHEREAS, because ORCOM maintains and licenses the ORCOM CIS,
ORCOM is the only source available for this modification.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby authorize the City Manager to execute a special services agreement with
ORCOM to enhance the CIS system to implement the Home Comfort Discount.
