AGENDA TITLE: Adopt Resolution Authorizing City Manager to Sign a Request to San Joaquin
Council of Governments (SJCOG) for a Measure K Expenditure Plan Amendment

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
sign a request to San Joaquin Council of Governments (SJCOG) for a
Measure K Expenditure Plan Amendment.
BACKGROUND INFORMATION: On an annual basis, the SJCOG prepares a Measure K Expenditure
Plan Amendment as new needs arise. Staff has identified the
Harney Lane Grade Separation and the Century Boulevard Pedestrian
Overcrossing as worthy and necessary projects. The Harney Lane
Grade Separation is vital to goods and people movement in our city. Harney Lane has and exit on
Highway 99 and services many businesses and commuters in the south area. Harney Lane serves as a
bypass of Highway 12 as well. The Century Boulevard Pedestrian Overcrossing is needed to link the
southeastern communities to the west, especially to Tokay High School, and eliminate illegal crossings at
the railroad tracks. The preliminary budgets for both projects are $10 million and $1.2 million respectively.
Preliminary engineering and design costs are estimated at $1.2 million for Harney Lane and $145,000 for
the Century Boulevard Pedestrian Overcrossing. Only $39,000 of Measure K Competitive Bike Funds for
the Century Boulevard Pedestrian Overcrossing design costs has been identified. Staff anticipates
recommending to Council that the design costs be budgeted in the next two-year cycle

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO SIGN A REQUEST TO SAN JOAQUIN
COUNCIL OF GOVERNMENTS FOR A MEASURE K
EXPENDITURE PLAN AMENDMENT
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to sign a request to San Joaquin Council of Governments for
a Measure K Expenditure Plan Amendment.
