CITY OF LODI COUNCIL COMMUNICATION _J AGENDA TITLE: Adopt Resolution Amending Traffic Resolution Approving Removal of Angle Parking at Various Locations MEETING DATE: April 3, 2002 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution amending the Traffic Resolution 97-148, Section 4, by approving removal of angle parking on portions of Locust Street, Elm Street, Pine Street, and Oak Street, all west of Church Street, as shown in the attached exhibits. BACKGROUND INFORMATION: At the June 20, 2001, City Council meeting, City Council unanimously approved converting parallel to angle parking on four downtown streets, Locust, Elm, Pine, and Oak, all west of Church Street. With this improvement, we gained over 50 parking spaces. This improvement provided a temporary solution that alleviated a parking shortage. However, given the narrow street widths on these four downtown streets, and the opening of the new parking structure, we recommend reinstalling some parallel parking at selected locations. Staff sent letters to 100+ affected property owners and tenants requesting input on removal of angled parking on these four streets. In addition, Lodi News Sentinel ran an article informing the public about staff's request for public input. We received 28 responses summarized in the attached table. Five individuals were in favor of leaving the angled parking as is; however, ten responses were in favor of replacing the parallel with angle parking on one side of each street. Staff's original recommendation included retaining angled parking on side of street that gained the most parking spaces. Other factors were also considered, such as visibility, emergency access, location of a loading zone, and handicapped spaces. Incorporating the public's responses, staff recommends removing the angled parking on the following street segments: ■ Locust Street, north side between Lee Avenue and Pleasant Avenue, and south side between Pleasant Avenue and Church Street. ■ Elm Street, both sides between Lee Avenue and Pleasant Avenue, and north side between Pleasant Avenue and Church Street. ■ Pine Street, south side between Lee Avenue and Pleasant Avenue, and north side between Pleasant Avenue and Church Street. ■ Oak Street, north side between Pleasant Avenue and Church Street. In addition, staff recommends removing and replacing two angled spaces with one parallel parking space on Pine Street east of Pleasant Avenue to improve visibility. Staff also recommends installing a centerline stripe to help guide motorists since the travel lane widths vary with angled parking on one side. The total number of spaces decreases by 26 but, overall, the traffic flow improves. RESOLUTION NO. 2002-73 A RESOLUTION OF THE LODI CITY COUNCIL AMENDING TRAFFIC RESOLUTION BY APPROVING THE REMOVAL OF ANGLE PARKING AT VARIOUS LOCATIONS NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve the removal of angle parking at various locations as shown as follows: • Locust Street, north side between Lee Avenue and Pleasant Avenue, and south side between Pleasant Avenue and Church Street • Elm Street, both sides between Lee Avenue and Pleasant Avenue, and north side between Pleasant Avenue and Church Street. • Pine Street, south side between Lee Avenue and Pleasant Avenue, and south side between Pleasant Avenue and Church Street; and on north side, east of Lee Avenue, remove six angle spaces. • Oak Street, north side between Pleasant Avenue and Church Street. BE IT FURTHER RESOLVED, that the City Council hereby approves amending City of Lodi Traffic Resolution No. 97-148, Section 4, "Angle Parking Areas" and is hereby amended by removing angle parking on the various street locations mentioned above. Locust Street and would like to take a oment to give ysome input on the angled parking on Locut, Elm, pine and Oak treets. I was invo*d in a recent accident early on in March, which I believe was due in part to the jpoor visibility caused by the angled parking situation on Elm street. I The angled arking makes it very difficult to see oncoming traffic and a Orson can easily t hit when crossing over Elm, pine or Oak from any of our one Jay streets (Lee ol Pleasant Street), making them prime accident locations According to the reporting officer at the scene of my accident. After carefq study of your maps and your recommendations, I do not concur with laaviny tt% Z4Sttd parking where you currently have them. For instance, Ong down Locust Street travelling South, (a one-way street) you must first cross lStreet. You s p at the stop sign and look right and left. However, your vision rn obstructed on th left side (North -side of the street) due to the angled parked cars outside the C urthouse. So in order to proceed, one must creep out further to sear traffic. To cl ar your left side, you must look right again and then left again (blindly) because ou still can't see until your halfway through the middle of Elm. My recomm ndation is if you decide to continue with the angled parking, lease be mindful hat the North side of each street (Elm, Pine and Oak) needs to tie cleared of block iges, le, the angled parked vehicles. All you would have to do is rlrverse your plan i s outlined in your March 12th letter and I think it would really lielp prevent these type of accidents from occurring. By the way, at my place of business located on Pine and Lee Street, we see a 10 of the same pe of accidents occuring with much more severity. There is so Much traffic on th t street due to the many events at the women's Club, all the Others businesses arking on both sides on Lee Street, and the simple fact that ne Street Is a m n artery Into town, 1 do not know what more can be done to levlate this tong stion, but the angled parking on Pine Street does make it viorse. It is my recommendation that the south side of Pine between Pleasant and Church be converted to parallel parking. In fact, I would recommend that parking on both sides of that section of Pine St. be converted to parallel parking. The number of spaces gained by having angled or parallel is only six and with the opinions of the Merchants weighed, we believe that a reduction in six spaces is not going to impact the area. Further, if angled parking is going to remain on one side of the street or the other than it is my recommendation that it remain on the North side of Pine St. Please call me if you have any questions.
