HomeMy WebLinkAboutAgenda Report - April 3, 2002 E-09CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Approving the Application to Apply for Grant Funds for Additional Teacher Salaries for the Lodi LOOK Program Under the Youth and Family Enrichment Program Through the Human Services Agency of San Joaquin County MEETING DATE: April 3, 2002 PREPARED BY: Parks and Recreation Director RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the application to apply for grant funds for additional teacher salaries for the Lodi LOOK Program under the Youth and Family Enrichment Program through the Human Services Agency of San Joaquin County. BACKGROUND INFORMATION: The Parks and Recreation Department operates an after school enrichment program (Lodi LOOK) at Lawrence and Heritage schools funded through the Before and After School Learning and Safe Neighborhoods Partnership Program (B/ASLSNPP). The City was also recently awarded grant funds to operate a program at Washington School. Staff is currently working on the recertification packet to continue funding at Lawrence and Heritage schools for the next three years. A major component of the Lodi LOOK program is education. The B/ASLSNPP funds a total of 6 teachers to conduct the educational component for 140 students spread out over 4 school campuses: two at Lawrence for 40 students, two at Heritage for 60 students and two at Washington for 40 students. Because Heritage School is divided into 2 campuses (primary campus with 40 students and intermediate campus with 20 children), an additional teacher is needed at Heritage primary. The Washington School budget only allowed for 45 minutes of instruction with 15 minutes of prep time. This request will provide for one hour of instruction and 30 minutes of prep time, which is consistent with Lawrence and Heritage teachers_ In summation, the grant request will provide an additional teacher for Heritage School and provide 30 minutes of additional time for both the Washington School teachers. In summation, this request to for an additional teacher at Heritage School and an additional '12 hour per day for both teachers at Washington school to allow for adequate instruction and prep time. • Population being served Heritage Elementary School is located on the eastside of Lodi. 100% of the families at Heritage participate in the free or reduced meal program and the school qualifies for Title I. Currently, 60 students in grades Kindergarten through 6th participate in Lodi LOOK. Washington Elementary is centrally located in Lodi. 100% of the families at Washington participate in the free or reduced meal program and the school qualifies for Title I. This program is targeted to begin May 1, 2002 for 40 students. The population to be served at both school sites are children from low income families, and those families participating in the CalWORKS program. Additionally, children with low academic scores in reading, math, and language will also be served. 125 N. Heritage: after school hours the program utilizes three main areas: cafeteria, playground and two classrooms. Washington: after school hours the program will utilize the playground and two classrooms • Type of ProgramlService to be Provided Lodi LOOK's overall goal is to provide students a safe and supervised after school learning environment. There are two components to this program; Education and Education Enhancement. The goal of the Educational component is to improve students' academic skills through the use of materials that complement and reinforce the core curriculum. The goal of the Education Enhancement is to provide students recreational activities that serve as healthy alternatives to crime, juvenile delinquency, and wasted after school and off track time; to complement the Educational component by weaving academic enrichment into fun activities that entice students to learn; and to foster in students a sense of community development and responsibility. The funded teacher ratio at Heritage is 1:30 ratio with a recreation leader in the classroom for assistance. However, due to classroom reduction, each classroom at Heritage can only 125 N. The ideal situation would be to have three teachers and three recreation leaders for 60 students, utilizing three separate classrooms. One teacher would instruct K -1st grades, the second teacher would instruct 2nd-3nd grades and the third teacher would instruct 4th -6th grades. The funded teacher ratio at Washington is 1:20 with two recreation staff in the classroom for assistance; however, the budget would only support a 45 minute instruction time with 15 minutes of prep time. The ideal situation would be for an hour of instruction time and 1/2 hour prep time for both teachers at Washington. Other collaborative agencies involved are as follows: Lodi Unified School District, Lodi Public Library, City of Lodi Transit Division, Lodi Police Department, 4-H, Lodi Interagency Networking Council (LINK), Council for Spanish Speaking, Eastside Improvement Committee, LUSD Adult Education, Kiwanis and Shriners Club, General Mills, Inc. and the Department of Agriculture Child Care Food Program. Type of Outcomes to be Achieved The following is a list of the Lodi LOOK expected outcomes: 2002/03 3% increase in average school SAT -9 percentiles in reading, language, and math. 5% decrease in discipline referrals. 2% increase in homework completion rates. 2% decrease in unexcused absences. 125 N.
