HomeMy WebLinkAboutAgenda Report - April 3, 2002 E-08AGENDA TITLE: Adopt Resolution Approving the Application to Apply for Recertification Grant Funds to Operate the Lodi LOOK After School Program at Lawrence and Heritage Elementary Schools Under the Before and After School Learning and Safe Neighborhoods Partnership Program Through the California Department of Education MEETING DATE: April 3, 2002 PREPARED BY: Parks and Recreation Director RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the application to apply for rectification grant funds to operate the Lodi LOOK After School Program at Lawrence and Heritage Elementary Schools under the Before and After School Learning and Safe Neighborhoods Partnership Program through the California Department of Education BACKGROUND INFORMATION: The Parks and Recreation Department has operated after school programs at Lawrence and Heritage schools for the past three years, funded through the California Department of Education Before and After School Learning and Safe Neighborhoods Partnership Program. This program requires the collaborative efforts of the community to provide free after school care to those attending Lawrence and Heritage schools. The department works with a variety of community partners to ensure the success of the program. The grant will provide for 100 (60 at Heritage School and 40 at Lawrence School) children to attend the three-hour a day program. Children receive additional instructional time as well as homework assistance. The educational enhancement portion of the program includes arts and craft and recreational activities. Current funding of the program ends June 30, 2002. The recertification application will provide funding for an additional three years, ending June 30, 2005. This is a matching grant that requires a collaboration of community services and programs. The department has obtained the matching requirement through various memorandums of understanding (MOU) for program services currently in place from the community such as Parks and Recreation, Library, Police Department, Public Works, Arts Commission, General Mills, Lodi Unified School District, Department of Agriculture Child Care Food Program, Lodi Kiwanis Club, Eastside Improvement Committee, California Human Development Corp, and Community Partnerships for Families. FUNDING: The City will receive $5.00 per child per day of attendance, up to $122,000 per year from the California Department of Education. The department has secured a value of $127,158 from in-kind matches through MOU's with the organizations listed above. R6 ` '6-1 Roger Baltz Parks and Recreation Director cc: City Attorney APPROVED: H. &xon Flynn -- City Manager 03/28/02 RESOLUTION NO. 2002-69 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR RECERTIFICATION GRANT FUNDS TO OPERATE THE LODI LOOK AFTER SCHOOL PROGRAM AT LAWRENCE AND HERITAGE ELEMENTARY SCHOOLS UNDER THE BEFORE AND AFTER SCHOOL LEARNING AND SAFE NEIGHBORHOODS PARTNERSHIP PROGRAM THROUGH THE CALIFORNIA DEPARTMENT OF EDUCATION NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize the City Manager to submit an application for recertification grant funds to operate the Lodi LOOK After School Program at Lawrence and Heritage Elementary Schools under the Before and After School Learning and Safe Neighborhoods Partnership Program through the California Department of Education.
