HomeMy WebLinkAboutAgenda Report - April 3, 2002 E-040�, o COUNCILCITY OF LODI 1 1 9�rFOR� AGENDA TITLE: Adopt a resolution 1) rejecting the low bid for power utility duct, 2) awarding the bid to the second -low bidder, Azco Corporation of Stockton, and 3) awarding the bid for conduit fittings to the low bidder in that category, All - Phase Electric of Stockton ($31,433.55) (EUD) MEETING DATE: April 3, 2002 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution rejecting the low bid for power utility duct submitted by G E Supply Company of North Highlands, CA, awarding the bid for power utility duct to the second -low bidder, Azco Corporation of Stockton, and further awarding the bid for utility duct fittings (couplings, elbows) to the low bidder in that category, All -Phase Electric of Stockton. Total amount of award is $31,433.55. BACKGROUND INFORMATION: On March 6, 2002, the City Council approved specifications and authorized advertisement for bids for this material. Nine bids were received, and opened on March 20, 2002. Since prices for conduit and for fittings move somewhat independently of each other, bid specifications separated conduit and fittings into separate categories, and bid instructions indicated that award would be made to the low bidder in each category. Bid results were as follows: Conduit Fittings Azco, Stockton $23.308.72 $11,886.33 All -Phase, Stockton $24,764.74 $ 8.124.83 Wesco Distribution, San Francisco $23,704.87 $ 8,170.04 C E D, Lodi $24,338.07 $ 8,221.62 Intraline, Burlingame $24,759.05 $11,492.24 Wille Electric, Stockton $25,058.75 $ 8,235.93 Herning Underground Supply, Livermore $25,831.55 $ 8,793.64 Rexel Norcal Valley, Stockton $32,857.52 $12,505.62 'G E Supply Company, North Highlands $22,364.36 $ 8,552.44 " G E Supply's bid contained an "all or none" qualifier, and is therefore considered non-responsive Had GE Supply's bid not contained the "all or none" qualifier, staff would have recommended award to GE Supply and to All -Phase for a total purchase price of $30,489.19. Awarding to GE Supply in accordance with their qualifier would have violated the provisions of the bid specifications, since their bid for fittings wasn't low. On advice of the Deputy City Attorney, staff therefore recommends that G E Supply's bid be considered non-responsive and be rejected on that basis, and award for conduit be made to Azco, the next -low bidder in that category. Some of the subdivisions planned for service installation (carried over from 2001) are Century Meadows #1 Unit 2, Century Meadows #4 Unit 2, Tienda Place Units A & B, and the Beck/Perlegos subdivision in Grid 58. Dixon Flynn -- City RESOLUTION NO. 2002-65 A RESOLUTION OF THE LODI CITY COUNCIL REJECTING THE APPARENT LOW BID AND AWARDING THE CONTRACT FOR POWER UTILITY DUCT TO THE NEXT LOW BIDDER, AND FURTHER AWARDING THE BID FOR CONDUIT FITTINGS TO THE LOW BIDDER IN THAT CATEGORY ------------------------------------------------------------------- WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on March 20, 2002, at 11:00 a.m. for power utility duct, described in the specifications, therefore approved by the City Council on March 6, 2002; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder: Conduit Fittings Azco, Stockton All -Phase, Stockton Wesco Distribution, San Francisco C. E. Supply Company, the apparent low bidder, contained an "all or none" qualifier, and is therefore considered non- responsive; and WHEREAS, staff therefore recommends rejecting the bid from G. E. Supply Company and awarding the bid for power utility duct to the next lowest bidder, Azco Corporation, of Stockton, California; and WHEREAS, staff further recommends awarding the bid for conduit fittings to the low bidder in that category, All -Phase Electric, of Stockton, California. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the bid from G. E. Supply Company is hereby rejected, and the bid for power utility duct is hereby awarded to the next lowest bidder, Azco Corporation, of Stockton, California, in the amount of $23,308.72; and BE IT FURTHER RESOLVED, that the Lodi City Council hereby awards the bid for conduit fittings to the low bidder in that category, All -Phase Electric, of Stockton, California, in the amount of $8,124.83.
