RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
provide a Public Benefits Program Grant in the amount of $23,482.93 to fund
the Kettleman Court Apartments Demand-side Management Project.
BACKGROUND INFORMATION: Over the past several months, the Kettleman Court apartments at 931/937
Kettleman Lane here in Lodi, have undergone significant structural and
aesthetic improvements. Some of the structural improvements have included
designated and approved energy conservation enhancements, including:
➢ Installation of one hundred sixty (160) low -E, dual -paned windows, with the National Fenestration Rating
Council's seal of approval; and
> removal of existing inefficient HVAC (heating/cooling/ventilation) units, and installation of forty-six (46) high
efficiency HVAC units on individual apartments throughout the complex; the new HVAC units are all
Rheem/RUUD 2 -ton, 12.0 SEER (Seasonal Energy Efficiency Rating) units.
As a result of these energy conservation improvements, individual apartment dwellers will enjoy increased comfort
within their home, while also reducing energy consumption by an estimated 10 percent on a monthly basis (this figure
will vary depending upon the run-time of HVAC equipment, and other household appliances). The Public Benefits
Program grant in the amount of $23,482.93 reflects the standard 20 percent match for a commercial customer energy
conservation improvement project.
The City of Lodi Electric Utility respectfully recommends approval of this project as an approved element of the City of
Lodi Public Benefits Program, and designated energy conservation measures for commercial projects.

RESOLUTION NO. 2002-40
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS
PROGRAM GRANT — DEMAND-SIDE MANAGEMENT PROJECT
TO KETTLEMAN COURT APARTMENTS
WHEREAS, the state has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on a historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must
be dedicated to qualifying programs such as energy efficiency. A further stipulation is
that these efforts must be done on the customer's side of the meter in order to qualify;
and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four
segments or customer groups: commercial/industrial, residential, community/non-profit,
and municipal; and
WHEREAS, over the past several months, Kettleman Court Apartments located

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes the City Manager to provide a Public Benefits Program Grant — demand-side
management project to Kettleman Court Apartments, in the amount $23,482.93.

2) further protect our environment by ensuring that old refrigerators and freezers are not dumped in alley ways,
parking lots, vacant lots, or surrounding agricultural property; and
3) promote energy conservation for local residents and business owners by assisting in the removal of aging and
energy inefficient appliances.
The City of Lodi Electric Utility respectfully recommends approval of the Lodi Refrigerator/Freezer Environmental
Recycling Project as an approved element of the City of Lodi Public Benefits Program.
