AGENDA TITLE: Adopt resolution authorizing the City Manager to appropriate funds in the amount of $15,000
to fund the Lodi All Emergency Preparedness Expo (EUD)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
appropriate funds in the amount of $15,000 (not to exceed figure) for the Lodi
All Emergency Preparedness Expo, to be held Saturday, April 13, 2002 at the
Lodi Grape Festival Grounds.
BACKGROUND INFORMATION: In October of 2001, Council Member Alan Nakanishi requested that the City
of Lodi staff explore the potential for an emergency preparedness event. The
event, open to the general public, would provide a venue for organizations
and vendors to promote both home and business emergency preparedness.
In November of last year, City Manager Dixon Flynn appointed Rob Lechner of the city's Electric Utility Department, to
select a planning committee, and to coordinate the city's first-ever All Emergency Preparedness Expo. The event will
be held from 9am to 4pm on Saturday, April 13, 2002, at the Lodi Grape Festival grounds. This event will be free to
the general public, and will feature all City of Lodi departments and numerous organizations (both private and non-
profit vendors will rent a booth displaying their materials). The Expo's slogan is: Lodi Cares .... Be Prepared! Citizens
attending the event will learn first-hand how best to prepare for most types of home and/or business emergency,
including: natural disaster (flood, earthquake, storms, etc.), fire, power outage, terrorist threat, gas or chemical
leakispill, and more.
The Lodi All Emergency Preparedness Committee has four subcommittees, including: Marketing and Community
Outreach; Workshops and Programs; Vendors; and Hospitality. As an added feature to the event, the planning
committee is proposing to provide free hot dogs, sodas and chips to the first 750 citizens to attend the expo on
Saturday, April 13, 2002. The expo will also feature numerous presentations or workshops on designated emergency
preparedness topics.
Based upon several planning committee meetings held thus far, a cost of up to $15,000 has been identified for
coordinating and delivering the Lodi All Emergency Preparedness Expo. Committee members are diligently pursuing
in-kind donations of food, condiments, beverages, as well as monetary donations, to reduce the amount of the City of
Lodi's financial contribution for the event. However, by way of this Council Communication, the planning committee is
requesting funding in the amount of $15,000 (not to exceed figure), in the event that monetary contributions do not
materialize. It should also be noted, that each private vendor renting a booth for the Lodi All Emergency
Preparedness Expo will be charged a fee of $250. The committee anticipates that between in-kind contributions and
vendor fees, the overall city expenditure for the event will be significantly less than the requested $15,000.
The Lodi All Emergency Preparedness Expo committee respectfully recommends approval of this funding request in
the amount of $15,000 (not to exceed figure).

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO APPROPRIATE
FUNDS FOR THE LODI ALL EMERGENCY
PREPAREDNESS EXPO
WHEREAS, in October of 2001, Council directed staff to explore the potential for
an emergency preparedness event that would be open to the public and would provide a
venue for organizations and vendors to promote both home and business emergency
preparedness; and
WHEREAS, the City Manager appointed staff to select a planning committee to
coordinate the City's first-ever "All Emergency Preparedness Expo" to be held Saturday,
April 13, 2002 from 9 a.m. to 4 p.m. at the Lodi Grape Festival Grounds; and
WHEREAS, this event will be free to the general public, and will feature all City of
Lodi departments and numerous organizations (both private and non-profit vendors will

WHEREAS, citizens attending the event will learn first-hand how best to prepare

WHEREAS, based upon several planning committee meetings held thus far, a

WHEREAS, the planning committee hereby requests funding not to exceed
$15,000.00 in the event that monetary contributions do not materialize. It should also be

Expo will be charged a fee of $250. The committee anticipates that between in-kind
contributions and vendor fees, the overall City expenditure for the event will be
significantly less than the requested $15,000.00.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes the City Manager to appropriate funds in the amount of $15,000.00 to fund
the Lodi All Emergency Preparedness Expo.
