in Lodi with Water Meters, and Authorizing City Manager to Execute Applicable
Agreements

RECOMMENDED ACTION: That the City Council adopt a resolution supporting the City of Lodi
application for a Consolidated Water Use Efficiency 2002 - Proposition 13
Urban Water Conservation Program - Urban Water Capital Outlay Grant to
retrofit the remainder of approximately 300 flat -rate commercial (non-
residential) water customers in Lodi with water meters. The resolution also authorizes the City Manager to
execute any agreements or contracts pertaining to the above proposal.
BACKGROUND INFORMATION: The City has approximately 300 commercial water customers without
water meters that are still charged under the flat -rate system. The City
currently has no retrofit program to meter these water services. Staff
feels these services should be metered for reasons including fairness
and equity among all non-residential water customers, water savings that can be realized in reduced
usage and leak detection capabilities, and the ability to more fairly base wastewater charges on metered
water figures in the future.
The preliminary cost estimate for the entire project is calculated at $400,000, inclusive of costs for
upgrades to the City water system. The City would propose matching funds of approximately $130,000
(one-third of the total cost) from the Water Utility Fund.
Proposition 13 grants are currently available through the California Department of Water Resources in
conjunction with CALFED and the U. S. Department of the Interior. The deadline for submitting an
application for funding is March 1, 2002. "Metering with commodity rates and retrofits" is listed as a
priority project. The majority of the work would be contracted. A copy of the application is on file in the
Public Works Department at City Hall and the Municipal Service Center.
FUNDING: None needed at this time. Will request Council approval if grant application successful.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO SUBMIT PROPOSITION 13 URBAN
WATER CONSERVATION PROGRAM GRANT APPLICATION TO
RETROFIT THE REMAINDER OF FLAT -RATE COMMERCIAL
WATER SERVICES IN LODI WITH WATER METERS, AND
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
APPLICABLE AGREEMENTS
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to submit Proposition 13 Urban Water Conservation
Program Grant Application to retrofit the remainder of flat -rate commercial water
services in Lodi with water meters and further authorizing the City Manager to execute
applicable agreements.
