Retain Clark Well, Inc., of Stockton, for Professional Test Well Drilling Services at DeBenedetti
Park, Future Westside Park (Aquatic Center), and Future Electrical Substation West of Lower
Sacramento Road; and Appropriate $80,000 for the Project

RECOMMENDED ACTION: That the City Council approve retaining Clark Well, Inc., of Stockton, as a qualified
driller for test well professional services for possible City wells on the west side
associated with new development and as shown on the Water Master Plan; and
appropriate $80,000 for the project.
BACKGROUND INFORMATION: In the past, the Council has approved retaining a qualified driller, on a time -and -
materials basis, for drilling test wells. The work is fairly specialized and few
drillers do this work. Clark is an engineer specialized in this field, has done a
good job in the past, and cooperates well with City staff. We have also checked
costs and Clark has been substantially less expensive. The cost of a test well is approximately $15,000. Actual cost
will be based on time and materials.
Three potential water well sites, in the undeveloped area on the west side of town, have been chosen for exploration
and evaluation as future municipal water wells. These sites are: DeBenedetti Park, the Westside Park (near the
future aquatic center), and the future substation west of Lower Sacramento Road on Kettleman Lane. The general
location of these sites is shown on the attached drawing.
Preliminary discussions with the Parks and Recreation and Electric Utility departments, and the Public Works
Water/Wastewater Division have indicated that wells could be located at these sites. Approval for test wells at this
time will allow coordination with the recently approved design contracts for DeBenedetti Park and the aquatic center.
While it is important to consider well locations in conjunction with concept designs, it is also important to know
whether or not the concept -level site is suitable for a well. The City recently went through considerable effort to
develop a concept plan for Roget Park with a well site, only to find that the test well was practically dry. This is of
significant concern for future wells in the southwest portion of the city.
The Water System Master Plan calls for wells to be located in the general areas shown on the attached drawing. It is
our intention to drill at least one test well at each site in order to determine if there is sufficient quantity and quality of
water to merit locating a production well at each of these sites. Given the size of two of the sites, more than one test
well may be needed.
The requested appropriation allows for up to five test wells plus laboratory testing expenses.
