AGENDA TITLE: Adopt resolution authorizing the City Manager to provide a Public Benefits Program Grant in
the amount of $50,000 to fund the Lodi Cooling Cash Rebate Program (EUD)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to provide a
Public Benefits Program Grant in the amount of $50,000 to fund the Lodi Cooling
Cash Rebate Program.
BACKGROUND INFORMATION: During the past three calendar years, the City of Lodi has provided an energy
conservation rebate program for residential customers known as the Lodi
Cooling Cash Rebate. By way of this Council action, the
proposed program would once again be offered to Lodi electric utility residential customers who retrofit or upgrade
their existing central air conditioning system with a new, high efficiency system. The specific program guidelines
include:
➢ must be a City of Lodi Electric Utility customer;
➢ one rebate (not to exceed six tons) per customer service address; single-family dwellings only;
'r rebates begin April 1, 2002 and are available until September 30, 2002 (or until funds are exhausted);
➢ for installation of 12.0 SEER (Season Energy Efficiency Rating) unit- the rebate is $50 per ton;
➢ for installation of 13.0 SEER unit- the rebate is $125 per ton;
➢ for installation of 14.0+ SEER unit- the rebate is $225 per ton; and
➢ a customer may choose any licensed HVAC/mechanical contractor for their project.
By removing an aging and inefficient central air conditioning system, and replacing it with a new, high efficiency (12.0
SEER or better) system, residential customers can reduce their energy consumption/cooling costs from five percent to
twenty percent (greater savings achieved when a higher SEER unit is installed) on a monthly basis. During the
calendar year 2001, nearly 250 residential customers participated in this program.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO PROVIDE A
PUBLIC BENEFITS PROGRAM GRANT TO FUND THE
LODI COOLING CASH REBATE PROGRAM ($50,000)

WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments
or customer groups: commercial/industrial, residential, community/non-profit, and municipal;
and
WHEREAS, this project is specifically designed for Lodi residential electric customers.

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes
the City Manager to provide a Public Benefits Program Grant in the amount of $50,000.00 to
fund the Lodi Cooling Cash Rebate Program, specifically designed for Lodi residential electric
customers.
