HomeMy WebLinkAboutAgenda Report - March 6, 2002 G-02 PHo OF • gl;Fo�a� AGENDA TITLE: CONDUCT A PUBLIC HEARING TO CONSIDER AND APPROVE COMMUNITY INPUT AND PROPOSALS FOR USES OF THE CITY'S 2002103 FEDERAL ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME FUNDS AND THE REALLOCATION OF CDBG AND HOME FUNDS FROM PREVIOUS PROGRAM YEARS. MEETING DATE: March 6, 2002 PREPARED BY: Community Development Director RECOMMENDED ACTION: That the City Council conduct a public hearing to consider potential uses of Federal funds received through the CDBG and HOME programs for the 2002/03 fiscal year. Staff is recommending that the Council approve funding allocation amounts dependent upon the results of the public hearing. A summary of the applications, a listing of the funding requests, and staff recommendations are attached as exhibits to this communication. BACKGROUND INFORMATION: The City will receive $745,437 in CDBG funds and $240,208 in HOME funds from the Federal government for the coming fiscal year. Requests for CDBG funding totaled $1,200,131.00 for projects in the 2002/03 Program year. CDBG funds can be used to address a wide range of community needs such as, park improvements, ADA retrofits, and other community organization based projects_ There were no outside funding requests for HOME Funds. Federal HOME funds, must be used to address housing and housing related activities such as housing rehabilitation and new construction. Community Development Department staff is also reviewing any unused CDBG and HOME funds for reallocation in order for the funds to be used in a more timely manner. Community Development staff met with representatives of Parks and Recreation, Public Works, Hutchins Street Square, the Lodi Library and the City Manager's office to discuss the above mentioned proposals. Staff agreed to recommend funding for each applicant in the amount requested, with the exception of the following items: 1. The Emergency Food Bank's request for $25,000 to expand services in Lodi with the opening of a food pantry on the Eastside; 2. The Senior Service Agency's request for $18,833 for the Meals -on -Wheels program; 3. Lodi Unified's request for $45,690 for the Healthy Families Scholarship Program and the Council for the Spanish Speaking's related request of $35,000 for the outreach worker to administer the scholarship program APPROVED: Flynn -- City Manager 1_030602 approval of fund usel_ doc 02!27/02 The aforementioned requests qualified as eligible projects. However, staff is committed to maintaining a policy of limiting the amount of funding allocated to service related projects in favor of bricks and mortar projects. What follows is the balance of the other funding requests that were not approved for funding and the reasoning behind that decision. 4. The Big Brother/Big Sister agency's request for $25,000 to continue the Mentor/Tutoring Program. As this is not an increase or expansion of services, it is not an eligible activity. 5. The Loel Senior Center's request for $20,000 to replace a delivery van. This also does not qualify as it is not to provide an expansion of service. 6. The Lodi Adopt -a-Child's request of $61,695 for uniforms for a new Boy Scout/Girl Scout program. Not eligible for Federal funding due to membership restrictions of Boy Scouts of America organization. 7. Lodi House's request of $5,000 for operating costs. It was determined that the Lodi House organization has been allocated $5,000 in Emergency Shelter Grant (ESG) funds through the County that it has not used and which could cover the described operating expenses. Staff will work with Lodi House to access those funds. 8. Mary Graham Children's Shelter's request of $50,000 for a portion of the construction costs for a Child Advocacy Center. While this continues to be a worthwhile and eligible project, further review has found that they do not have all the funds necessary to proceed with this project and therefore, in considering the timely expenditure of funds, it was decided not to recommend their request. 9. Lodi Parks and Recreation's requests of $60,000 for the Armory Park Parking Lot Project and $30,000 for the Softball Complex Streetscape Project. While these facilities are located within the Target Area designated by HUD, they are regional rather than neighborhood facilities and therefore are not eligible. 10. The Housing Authority's request of $82,363 for the rehabilitation of one of six units at a residential property which they have acquired at 719 South Washington Street. The requested amount was reviewed and considered excessive. Furthermore, their project timelines do not make them eligible to use 2002/03 CDBG Funds. In regards to the 2002/03 HOME Funding, staff did not receive any requests for funding. Staff is recommending the allocation of the entire 2002/03 HOME funding to our existing Housing Assistance Loan Programs: Down Payment Assistance ($140,208), Housing Rehabilitation ($100,000). The reallocation of CDBG and HOME Funds from previous years has also been reviewed at this time. Staff is looking at the reallocation of CDBG funds for three new projects that are ready to move forward this Spring. It is recommended that CDBG funds from the Walnut Street Parking Lot Project, the Eastside Historical Survey, Program Administration, the Mary Graham Shelter allocations, which were previously approved for funding be reallocated as follows: 1. Lodi Library Restroom ADA Project. $10,000 is needed for handicap accessibility improvements being made during the renovation of the community meeting room. 2_ LOEL Senior Center Site Clearing and Parking Lot Project. $72,199 is needed for this project which will involve the removal of a vacant structure and the site development for additional parking for the Senior Citizen facility. 3. Lodi Lake Park — Bicycle/Pedestrian Corridor Project. $208,239 is needed for the improvements to an existing dirt trail to provide a paved pathway and lighting improvements, which will open accessibility to the existing pathway. Staff is also recommending the reallocation of $200,000 in HOME Funds from Habitat for Humanity to the City of Lodi's current year Housing Assistance Program funding: Down Payment Assistance ($100,000) and Housing Rehabilitation ($100,000). This will still leave Habitat for Humanity close to $42,000 from previous allocations to pursue land acquisition. All applications for funding are on file in the Community Development Department if any specific detail of a request is desired. Lodi Lake Park - Bicycle/Pedestrian Corridor Project $200,000 $208,239 TOTAL $281,713 $290,438 Reallocation of HOME Funds Applicant Project Amount Requested Staff Recommendation City of Lodi - CDD Down Payment Assistance Program $100,000 $100,000 Housing Assistance Loan Program Housing Rehabilitation Program $100,000 $100,000 TOTAL $200,000 $200,000 RESOLUTION NO. 200248 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PROJECTED USE OF FUNDS FOR THE 2002-2003 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME ENTITLEMENT WHEREAS, the Department of Housing and Urban Development has determined that the City of Lodi, California is entitled to Community Development Block Grant (CDBG) and HOME funding as a participating City through the County of San Joaquin and Urban County, for fiscal year 2002-2003; and WHEREAS, the City Council of the City of Lodi has been made aware of the amount of the CDBG and HOME funds available for the 2002-2003 fiscal program year being approximately $745,437.00 and $240,208.00 respectively; and WHEREAS, the City of Lodi has held, with proper notification, a public hearing at the City Council meeting held March 6, 2002 to receive comments and proposals from the public regarding the projected use of CDBG and HOME funds, and provided the public with adequate information concerning the amount of funds available for community development activities, the range of eligible activities, and other important requirements; and WHEREAS, the City of Lodi, California has received public input regarding the proposed use of CDBG and HOME funds; and WHEREAS, the City Council of the City of Lodi has been made aware of the need to reallocate unused CDBG and HOME funds from previous years to facilitate the expedited use of those funds; and WHEREAS, staff recommends that the City Council approve the reallocation of $72,199 in CDBG funds from the Walnut Street Parking Lot Project No. 00-03 to the LOEL Senior Center Site Clearing and Parking Lot Project; and WHEREAS, staff recommends that the City Council approve the reallocation of $10,000 in CDBG funds from the Walnut Street Parking Lot Project No. 00-03 to the Lodi Library Restroom ADA Project; and WHEREAS, staff recommends that the City Council approve the reallocation of a total of $208,239 in CDBG funds from the following projects, $34,124 from Project No. 97-02 Eastside Historical Surrey, $36,000 from Project No. 98-10 Program Administration, $80,000 from Project No. 99-13 Program Administration, $38,115 from Project No. 00-16 Program Administration, and $20,000 from Project No. 01-12 Mary Graham Shelter, to the Lodi Lake Park — Bicycle/Pedestrian Corridor Project; and WHEREAS, staff recommends that the City Council approve the reallocation of $100,000 in HOME funds from Habitat for Humanity to the City of Lodi's Housing Assistance — Down Payment Assistance Program, and $100,000 in HOME funds from Habitat for Humanity to the City of Lodi's Housing Assistance — Housing Rehabilitation Program. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby recommend allocations of CDBG and HOME funds to the projects as shown on Exhibit A attached as recommended by staff, in the amount of $485,437.00 and $240,208.00, respectively; and BE IT FURTHER RESOLVED that the City Council for the City of Lodi does hereby recommend the aforementioned reallocations of CDBG funds to the LOEL Senior Center Site Clearing and Parking Lot Project, the Lodi Library Restroom ADA Project, and the Lodi Lake Park — Bicycle/Pedestrian Corridor Project, and HOME funds to the City of Lodi's Housing Assistance Down Payment Assistance and Housing Rehabilitation Projects. Each year the Food Bank and its director, Don Bennett, is very involved in the planning and coordination of the Celebration On Central which is sponsored by the Community Partnership for Families and the City of Lodi. The Food Bank, each year, provides tons of food for all the groups that prepare food at the event. Along with many other things the Food Bank does, it provides food and snakes to Heritage and Lawrence schools, makes home deliveries of emergency food to Lodi residents referred by human service agencies, and supports senior programs. I would support any request that the Emergency Food Bank makes for financial support. Thank you.
