with Black & Veatch Corporation, of Sacramento, to assist the City of Lodi with the Stormwater
Management Plan and Permit ($55,000)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to execute a
professional services agreement with Black & Veatch Corporation to assist City of Lodi
with the preparation of the National Pollutant Discharge Elimination System (NPDES)
Phase II Stormwater Management Plan and permit application process, and
appropriate funds in the amount of $55,000 for the project in accordance with the recommendation below.
BACKGROUND INFORMATION: Under the jurisdiction of the Central Valley Regional Water Quality Control Board
(RWQCB), the City of Lodi will have to obtain an NPDES Phase II Stormwater
permit by March 10, 2003, and will have five years to implement a Stormwater
Management Program that meets all the Phase II requirements.
City Council approved a Request for Proposals for this project on January 2, 2002. After receiving five responses to
the RFP for this project, staff has completed two consultant interviews and has recommended Black & Veatch
Corporation as the professional firm to assist the City with the preparation of a Stormwater Management Plan and the
other documents necessary for obtaining a Phase II Municipal Stormwater NPDES permit. The City intends to utilize
existing materials for most of the work.
Per the Scope of Work and Consultant agreement, Black and Veatch Corporation shall meet with City and State
officials and the public, and complete the tasks listed below:
1. Summary of existing system, maintenance practices, and municipal code
2. Determine RWQCB requirements and prepare written summary
3. Facilitate establishing goals and objectives
4. Prepare Stormwater Management Plan, including Best Management Practices (BMP)
5. Prepare NPDES permit Notice of Intent and related forms
6. Estimate cost of stormwater management activities.
A copy of the consultant agreement is available in the Public Works Department. The contract estimate is $48,988;
however, we are requesting $55,000 to cover additional costs for public meetings and contingencies.

RESOLUTION NO. 2002-60
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT
WITH BLACK & VEATCH CORPORATION, TO ASSIST THE CITY OF LODI
WITH THE STORMWATER MANAGEMENT PLAN AND PERMIT, AND
FURTHER APPROPRIATE FUNDS FOR THIS PROJECT
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute a professional services agreement with Black &
Veatch Corporation to assist the City of Lodi with the Stormwater Management Plan and
Permit, and
BE IT FURTHER RESOLVED, that additional funds in the amount of $55,000.00 be
appropriated from the Wastewater Fund to cover additional costs for public meetings and
contingencies.
